Consultancy on the Development of a multi-sector “Joint Commitment” and operational plan for prevention and response to violence against Children in Lao PDR.

The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified international consultancy on the Development of a multi-sector “Joint Commitment” and operational plan for prevention and response to Violence against Children (VAC) in Lao PDR. For a period of approximately 29 working days, start from September 2017 to February 2018.

Scope of Work/ Work Assignments

To achieve the key objectives of the proposed assignment, the prospective consultant is expected to provide support to the National Commission for the Advancement of Women and Mother-Child in collaboration with Child Protection Section at UNICEF Lao PDR including liaison with key government counterparts, INGOs and development partners working on violence against children to fulfil the following tasks:

  1. Complete a desk review on existing legislation, policies, researches, studies and publications on violence against children, including in the Law on Preventing and Combatting Violence against Women and Children, the National Plan of Action on the Prevention and Elimination of Violence against Women and Children in Lao PDR 2014-202 and the National Survey on Violence against Children in Lao PDR.
  2. Analyse key stakeholders and map out existing services for VAC through literature review and meetings/interviews.
  3. Draft a “joint commitment” and operational plan on prevention and response to violence against children in Lao PDR for review and endorsement by NCAWMC. This plan may include the key activities, action, indicators, timelines and resources.
  4. Facilitate the consultation workshops to discuss, review and input on a draft “joint commitment” and operational plan on prevention and response to violence against children in Lao PDR.
  5. Meet with the individual organizations and partners as needed for the finalization of that draft “joint commitment” and operational plan.
  6. Revise and finalize a “joint commitment” and operational plan on prevention and response to violence against children in Lao PDR for endorsement by NCAWMC.

 

Qualifications and experience:

  • Advanced university degree in social sciences or other related field.
  • More than eight years’ international experience in child protection and children’s rights, preferably in violence against children.
  • Experience in moving from research to action and supporting the development of communication and advocacy strategies and materials on violence against children.
  • Experience working with UNICEF or other UN agencies, preferably in the Asia and Pacific region.
  • Excellent inter-personal communication and written/spoken English skills; and ability to establish good working relationship with the Government.
  • Working with national level government structures, coordinating different stakeholders and being familiar on the country context.
