Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services.The Regulatory Infrastructure and Transport Safety Section (RIT) is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructure for radiation safety, for the safe transport of radioactive material and for managing information to identify the needs of Member States with a view to improving radiation, transport and waste safety.


Main Purpose

Under the supervision of the Advisor to the Director of NSRW, the Project Management Officer develops and manages the Regulatory Infrastructure Development Projects (RIDP) which aims at establishing or strengthening national regulatory bodies for radiation safety and the control of radiation sources and addresses the application of the relevant IAEA safety standards and the Code of Conduct on the Safety and Security of Radioactive Sources in specific Member States participating in the RIDP.


Role

The Programme Management Officer is a 1) substantive contributor and technical specialist managing and implementing the project to strengthen regulatory infrastructure for radiation safety; 2) an advisor proposing national activities in line with the project plan and 3) analyst assessing the programmatic and socio-economic issues and development conditions in assigned countries.


Functions / Key Results Expected

  • Assess and interpret the political, social and economic environment of assigned countries and provide input to country safety profiles addressing IAEA strategy and policy issues. In collaboration with the recipient Member States and IAEA managers, implement activities integrating best practice and innovative policies and strategies and applying quality management standards and a results-based approach.
  • Assess progress in recipient Member States and report on the achievement of project results in line with quality management standards. Identify lessons learned and propose adaptations and innovations to monitoring and assessment mechanism and tools.
  • Propose national or group activities based on the results of the self-assessment carried out by the Member States and in line with the project work plan.
  • Organize activities, set up expert missions/training courses upon request of the recipient Member States and in line with the project work plan.
  • Expedite and coordinate project implementation, establishing collaborative relationships with recipient Member States institutions and with the donor, and recommending innovative approaches to project execution and capacity building. Draft project progress reports for the donor.

Qualifications, Experience and Language skills

  • University Degree in Management, social sciences, science and technology, international relations or a relevant field.
  • At least five years of experience in a regulatory authority for radiation safety. 
  • Sufficient knowledge of radiation protection principles and the science on which they are based.
  • Excellent oral and written command of Arabic and English. Knowledge of other official IAEA languages (Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $58583 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 27944, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
