With more than 500 fulltime national and international staff members, offices in Kabul, Jalalabad, Kandahar, Herat and Mazar-i-Sharif and a portfolio in 2016 of USD 13 million, DRC-DDG Afghanistan is one of the largest INGOs operating in Afghanistan. 
 
 
About the job: 
 
 
DRC is currently leading a consortium, funded by the EU, to support youth, potential migrants and job seekers to develop enhanced market driven skills and knowledge for improved employability, income generation and resilience. The consortium consists of 4 members (DRC, Mercy Corps, Aga Khan Foundation, and DACAAR). The consortium is in the startup phase and the TVET Manager will be responsible for ensuring proper coordination between field and office activities and managing program staff for the above-mentioned project.  He/she will work closely with Consortium Coordinator and Livelihoods & Empowerment (LH&E) Program Coordinator at DRC, as well as the relevant consortium managers at each of the members in the consortium.  The TVET Manager will ensure the implementation of quality programming in Kabul and Nangarhar in coordination with TVET Officers/Team Leaders and other regional staff. 
 
 
Responsibilities: 
 
 
  • Management of the reporting process including ensuring that reports (financial and narrative) are submitted on time and of high quality to the Consortium Coordinator. In doing so, the TVET Manager works closely with the field teams, including Kabul and Nangarhar to produce a consolidated version. 
  • Ensure consistent implementation with the consortium methodology and tools and ensuring that implementation is appropriate and of high quality in rural, urban and peri-urban areas. 
  • Work closely with all the external stakeholders, consortium members, including the donor, MoLSAMD, and the private sector for smooth and quality implementation of the project. 
  • Prepare high quality plans, using bottom up approach, to ensure effective implementation of the Program. 
  • Produce high quality and precise monthly and quarterly reports. 
  • Work closely/regularly with LH&E Coordinator/project field teams/Managers to receive regular updates of program activities and budget spend are on track. 
  • Supervise coordinators and provide support and training to the wider team.  
  • Attend donors’ and other stakeholders’ meetings. 
  • Assist in the development of professional skills of the team and conduct staff evaluations as appropriate.  
  • Assist Human Resource staff, as required, in the evaluation and organization of trainings for staff to ensure they are properly trained. 
  • Build program staff capacity, and encourage proper fulfillment of job requirements. 
  • Conduct pre-monitoring visits to assess the suitability of proposed program activities. 
  • Actively promote DRC among the partners and donors. 
  • Will represent DRC, as advised by supervisor among different stakeholders. 
  • Represent the Consortium Coordinator in his absence. 
  • Carry out any other tasks delegated by his/her supervisor. 
 
 
About you 
 
 
To be successful in this role you must have: 
 
 
Education: 
 
 
  • Bachelor’s degree, a preference for economics and education;
  • Masters’ Degree is preferred. 
 
 
Experience and Qualification:  
 
 
  • Minimum 3-5 years’ experience working with NGOs in livelihood projects. 
  • Experience in TVET and other forms of vocational skills training programs in Afghanistan. 
  • Proven experience in managing diverse, multi-location and complex projects. 
  • Experience in managing staff and understanding the need for regular support and follow up to ensure that project objectives are being met. 
  • Commitment to working with vulnerable groups in need regardless of race, religion or gender.  
  • Understanding of working together with local partners. 
  • Sharp problem solving skills. 
  • Proven written and oral communication skills. 
  • Excellent representational skills. 
  • Ability to work with minimal supervision and as part of a multi-location/ mixed team. 
  • Good knowledge of MS office software such as Excel, Word, and Access. 
 
 
Languages: 
 
 
  • Strong written and spoken English;
  • Fluent Dari/Pashto.

We offer: 
 
 
DRC-DDG will offer the successful applicant a contract till the end of 2017, renewable dependent on both funding and performance. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff. This position will be placed at salary Grade B, level 1, basic 1,792 USD.
