International consultancy to provide support to the Government of the Republic of Azerbaijan in preparation of the State 5th - 6th Periodic Report and the 2nd Specialized Report on Children Rights for the UN Committee on the Rights of the Child

The objective of this assignment will be as follows: • enhance the capacity of the government counterparts (SCFWCA and the Ombudsman’s Office) in understanding the State periodic reporting process and the report preparation cycle (including its stages, the report’s major outlines, the status of the last CRC’s Concluding Observations, progress made on implementing recommendations, expectations of staff involved in drafting the Periodic Report and their capacity and training needs) and • to enable compliance with reporting obligations under the CRC and available guidelines. An indirect objective is to further efforts by the country to attain international goals and commitments made by the country and strengthen national capacities to establish a system to monitor and implement CRC Concluding Observations and recommendations.

Purpose of the Assignment

  • enhance the capacity of the government counterparts (SCFWCA and the Ombudsman Office) in understanding the State periodic reporting process and the report preparation cycle (including its stages, the reports major  outlines, the status of the last CRCs Concluding Observations, progress made on implementing recommendations, expectations of staff involved in drafting the Periodic Report and  their capacity and training needs) and
  • to enable compliance with reporting obligations under the CRC and available guidelines.

 An indirect objective is to further efforts by the country to attain international goals and commitments made by the country and strengthen national capacities to establish a system to monitor and implement CRC Concluding Observations and recommendations.

Assignment Tasks

The successful consultant will facilitate a two-day participatory workshop for the each of the governmental counterparts (SCFWCA and the Ombudsmans Office). These workshops should aim to increase national capacity for the preparation of the next Periodic Report, with consideration to General Comment No.20 and the 2nd Specialized Report on Childrens Rights, respectively. Both reports should be developed following the guidelines provided by the CRC Committee.

These workshops will enhance skills and professional expertise of key government specialists/staff to design and implement a timely reporting process, assist with identifying and responding to major issues to be reflected in the reports, identifying possible bottlenecks/ challenges that could arise during report writing, and strategies/tools to be used to mitigate these risks.

 Partners will be supported to organize themselves in a way that promotes participation of all with a responsibility towards the drafting and finalisation of the Periodic Report and Specialized Report. This will include drafting a detailed plan and timelines for the full report development process, from inception to final approval.

 Specifically, the consultant will undertake the following:

 I. Conduct a desk review of previous CRC reports submitted by Azerbaijan, and the CRC reporting guidelines, training manuals, resource materials, and teaching contents on CRC.

II. Develop a workshop concept, programme and related materials that enable participants to become familiar with the CRC and the governments obligation with regards CRC reporting. In particular this should focus how national reporting and response systems are strengthened through periodic State and alternate reporting to the CRC and on the implementation of the Committees observations and recommendations.

 It is expected that:

  • The workshop will include an orientation session on the CRC, its implementation and monitoring, and CRC reporting requirement and procedures.
  • The programme will include a participatory discussion on key recommendations from the last CRC Concluding Observations, how to obtain updates from relevant government agencies on the follow-up actions to the recommendations and reports of any progress in supporting the realization of child rights in Azerbaijan since the last State Reports.  
  • The workshop will develop a draft work plan for the preparation of the CRC report between September 2017 and March 2018, with a clear timeframe, tasks, responsible persons, and a review and validation process.
  • The consultant will need to prepare any accompanying materials (handouts, PowerPoint presentations, tools and exercises, etc.) that will allow for the guidance to be customized to the country needs, and to practice skills and knowledge relating to the CRC reporting in a country specific context. The report preparation process needs to consider wide participation and contribution of related entities for the State Report and ensure independence for the Special Report.

    The workshop is expected to enable participants to become familiar with the CRC and governments obligation of the CRC reporting on children rights, in particular how national systems are strengthened through periodic State and alternate reporting on CRC and implementation of the Committees observations and recommendations. The practical tools and development of the work plan for CRC report preparation will be a critical initial step to ensure the State Report and Special Report are well developed with full consultation of all stakeholders.

     III. Workshop facilitation

    Upon approval of the workshop concept, the consultant will organize and facilitate two 2-day workshops for the selected national personnel of the SCFWCA and Ombudsman respectively, with the logistical support of UNICEF and the two partners.

     V. Debriefing and reporting

    The consultant will debrief staff in UNICEF Azerbaijan after the workshop, and provide a brief orientation on the CRC reporting process (considering many staff members are also new to UNICEF), the role of UNICEF in CRC reporting, and proposed work plan of the two partners drafted during the training workshops.

     A final consultancy Report will be prepared including workshop evaluation results, feedbacks and recommendations to UNICEF for possible future supports to the preparation and submission of the State Reports, and possible follow-ups after receiving the Committees Concluding Observations.

     VI. Continue to provide on-line consultation during the reports preparation and review/feedback on final reports

    The consultant is expected to provide technical consultancy during the reports preparation stage with on-line written replies to the raised by the national counterparts questions/requests and review/feedback of the draft reports before their finalization and submission to the CRC.

    Expected Deliverables

    Under the overall supervision of UNICEF Azerbaijan, and in continual consultation with the SCFWCA and the Ombudsman Offices designated staff, the consultant be accountable for the following measurable deliverables:

  • Submission of a workshop concept, including workshop agenda, workshop programme and materials 3 working days;
  • Delivery of two 2-day participatory training workshops - on State Periodic Report preparation for one group of 10-15 participants selected by the SCFWCA, and on Specialized Report on Children Rights preparation for one group of 10-15 participants selected by the Ombudsman. Debriefing session with UNICEF carried out 5 working days excluding travel;
  • Final consultancy report 1 working day 
  • Online guidance and feedback to the drafts of both Reports 3 working days.
  •  Totally 12 working days.

     Planned Budget/Proposed Fee schedule

    Consultancy Fee 400 USD *12 days = 5400 USD

    DSA for in-country period 174 USD* 5 days = 870 USD

    Translator 500 USD * 5 days = 2000 USD

    Travel cost 1500 USD

    Total 9,770 USD

    Training venue and other workshop related cost will be managed by the counterparts and the UNICEF.

    Qualifications of Successful Candidate

  • Advanced university degree in social sciences, law, development studies, social policy, or international relations with specialization in children or human rights. 
  • At least five years professional experience in the field of human rights, including experience on child rights, monitoring and reporting; writing treaty body reports, national government reports and legal/human rights analysis; Proven experience in preparation of CRC and OPAC and OPSC state and alternative periodic reports would be an asset 
  • Technical expertise in development and delivery of training/workshops on child rights;
  • Good knowledge of United Nations Human Rights Treaty System and in-depth understanding of the Conventions on the Rights of the Child
  • Good communication, consensus-building and inter-personal skills; High analytical, conceptual and report writing skills;
  • Fluency in English; knowledge of Azerbaijani and Russian language would be an asset.

    Duration and Expected Timeframe

    The contract will cover the period of 5st September, 2017 to 1st March, 2018 (until the final draft reports prepared) with totally 12 working days. The selected consultant should be available for trainings by early September 2017.

    Payment schedule

    The payment will follow the below schedule:

  • 1st payment: 80% of the consultant fee plus DSA and reimbursement of the ticket cost, upon completion of the in-country visit and submission of all deliverables and the Mission Report.
  • 2nd payment: 20% upon completion and submission of a summary report of the online support

     

    All local logistic arrangement will be provided by the UNICEF Country Office for Azerbaijan. A local translators will be recruited to support the workshops including translation of some of the training materials into Azerbaijani language. No field visit within the country is required.

 

The consultant will work under the supervision of the Child Rights Monitoring Specialist of UNICEF Azerbaijan CO with the general guidance of the Representative.
