The Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Senior Data Analyst to lead the technical design of their reporting services, development of dashboards, and establishment of data governance principles.

Functional Responsibilities

The consultant will be responsible for the following:

  • Identify client needs and develop services around business intelligence analytics for informed decision making.
  • Interpret data using analytical tools and providing ongoing reports
  • Developing and implementing databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
  • Acquiring data from primary or secondary data sources and maintaining databases/data analysis systems

Deliverables

  • Develop critical performance and perception indicators and actionable insights to monitor and improve OCHA internal service delivery and resource management.
  • Analyze available corporate data to advise on a standard set of data to measure and monitor delivery of OCHA mandated activities (coordination, advocacy, policy, information management and humanitarian financing) and to support evidence based decisions and changes within OCHA.
  • Clean and validated high-value datasets produced by the humanitarian community.
  • Data visualizations of regional data, using both print and web technologies, conveying key insights for use by partner organizations.
  • Oversight and curation of data analytics for the relevant pages (e.g. country, region, crisis, or topic).
  • Prepare quick visualization in Tableau to present data in meaningful and clear

Education/Experience/Language requirements

Education:

  • An advanced university degree in statistics, mathematics, physics, economics, computer science or related field is required.
  • A first level university degree in related field with additional 2 years of relevant experience may be accepted in lieu of an advanced university degree.
  • A secondary school diploma with additional 6 years of relevant experience may be accepted in lieu of an advanced university degree.

Experience:

  • At least two years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area. Experience of web-development technologies is an advantage (e.g. JavaScript, HTML, CSS).
  • One year of in-depth experience in Tableau / Power BI / Qlik / D3.js with a well-established organization working in humanitarian data is required.
  • A proven understanding of statistical software for analyzing and evaluating complex data is useful (e.g. SPSS, SAS, STATA). Knowledge of geographic (GIS) data, its analytical procedures and software is a plus.
  • Experience with humanitarian data and indicators is desirable as is knowledge of visualization tools and ETL processes.

Language:

Fluency or Professional Proficiency English is required (both oral and written). Knowledge of another UN official language is an advantage.
