Programme Officer - Constitution Building - The Hague

Context

Constitution building is increasingly emerging as a key factor in building and promoting sustainable democracy. In conflict- afflicted and transitional contexts, democratic constitution building is a mechanism for channelling conflict and state building. Properly designed and implemented, democratic constitution building can also be a crucial catalyst for social and economic transformation.

Based in The Hague, Netherlands, International IDEA’s Global Constitution Building Programme develops, shares and enables the use of global comparative knowledge to support democratic constitution building worldwide. International IDEA now seeks a Programme Officer to further support its Constitution Building work, mainly focusing on:

  • Supporting the Senior Programme Manager in research and writing assignments and in the design, organization and implementation of events;
  • Being responsible for compliance with all institutional requirements regarding programme management – including annual planning and reporting processes;
  • Supporting regional offices through responding to ad-hoc requests for assistance, including through travel to the field (as requested by Senior Programme Manager)
  • Being responsible for the conceptualization and implementation of dissemination and outreach for constitution building programme knowledge products. 

Duties and Responsibilities

  • Conducts research and contributes to the production of knowledge products (reports, briefs and comparative knowledge) on relevant constitution building topics;
  • Contributes to developing and implementing a dissemination plan for each knowledge product;
  • Contributes to the development of concept notes and project proposals;
  • Collaborates with International IDEA field offices and Headquarters, providing support on relevant projects, and responds to ad-hoc requests for in-country support;
  • Maintains and updates the Constitution Building section of International IDEA’s external website;
  • Works closely with other members of the Constitution Building team to strengthen synergies between the Constitution Building Programme and other programmes and units of International IDEA;
  • Facilitates the development and implementation of conferences and workshops(including drafting the agenda, identifying participants and report writing);
  • Develops and maintains relevant professional contacts and networks of cooperation, with those active in the field of constitution building, including practioners, policy makers, academics and the international community.

  • Will contribute significantly to assigned projects all along the project life cycle, i.e. from project design and funding to project assessment; will lead meetings and discussions, supervise publications  and review input from external providers;
  • Has contributed to publications on the relevant subject; is recognized as a knowledge resource in his/her broad professional community;
  • Can work with minimal guidance and supervision;
  • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute;
  • Acts as a model or mentor for less experienced colleagues;
  • Can be expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Integrates a gender and diversity perspective in all activities.

Reporting Line

  • Senior Programme Manager.

Programmatic Knowledge

  • Has in-depth knowledge in own discipline and good understanding of related disciplines to be able to approach programmatic issues in a holistic manner.

Operational Knowledge, skills and experience

  • Integrates a results-based approach into the design, management and evaluation of all his/her programmatic activities;
  • Has a good understanding of relevant programmatic issues in the key geographical zone where his/her work is implemented – which may imply field experience at some point;
  • Contributes to the research of information on donors and partners, preparation of reports and project briefs, identification of opportunities for initiation of new projects, and all other activities related to resource mobilization and partnership building;
  • Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management in past experiences.

  • No people management responsibility over permanent staff;
  • Acts as a model and resource for more junior colleagues;
  • May assume project management responsibilities.

Education and Experience

  • University degree in law, political science, comparative government or other relevant social science field. Specialization on issues of democratization,  conflict resolution  and constitutionalism is a strong advantage
  • 5 years experience, including substantial internships,  at a practical level working with constitution building, rule of law, state building, post conflict transition, human rights, human security or democracy at a national or international level;
  • Experience in programme management tasks in a not-for-profit organization, including in the completion of logical frameworks
  • Experience conducting practical research
  • Some experience in writing, or contributing to knowledge products for a practitioner audience. 

Terms of Contract:

Contract duration: Twelve (12) month fixed term appointment.

Remuneration: EUR 4 745 net per month
