Context:

Background

Established in 1951, IOM is leading inter-governmental organization providing services to governments and migrants in the field of migration. With 146 member states and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for natural disaster-induced displacement situations under the 2005 IASC Humanitarian Reform. The CCCM Cluster convenes a range of UN, NGO and other actors to meet the needs of the camp management and coordination sector, by producing key interagency tools, building capacity, and developing shared advocacy and policy.

On the basis of learning from a range of humanitarian settings, and the experiences of other clusters, the need for rapidly deployable capacity to support inter-agency responses has been identified as a key need in the CCCM Cluster.

Under the overall supervision of the Head of Preparedness and Response Division (PRD), the direct supervision of the Global Coordinator (CCCM, DTM and Shelter), the successful candidate will contribute to the improvement of the quality and impact of IOM CCCM operations and support the Global CCCM Cluster, with a particular focus on protection issues and strengthening capacity of cluster members, partners, and national authorities. Page 1 / 4Core Functions / Responsibilities:

S/he will be deployed at a minimum of 60 percent of his/her time, and is expected to cover four

country operations, at a minimum. At country level, the successful candidate will: 1. Work in partnership with CCCM Cluster staff at coordination and field levels. 2. Support the establishment of proactive collaboration between the CCCM cluster, the Protection cluster and the GBV and Child Protection (CP) Areas of Responsability (AoRs). 3. Support the development and/or implementation of intercluster SOPs that define exchanges of information and interaction between CCCM-GBV-CP actors.

4. Support the implementation of CCCM operations that are conducive of protective environments for women and girls.

5. Support the counter-trafficking (CT) in crisis IOM-led initiative by encouraging the mainstreaming of CT components in CCCM operations.

6. Document gaps in technical skill sets, as identified at the 2014 Global CCCM Cluster retreat , and driven by operational needs.

When not deployed, s/he will provide technical inputs for the global CCCM Cluster and IOM with a focus on strengthening CCCM tools, capacities and policy, at the global and country level, to prepare for, respond to and recover from humanitarian crises. Specific responsibilities will include:

1. Review proposals and reports from field missions.

5. Attend relevant meetings including relevant IASC Protection fora.

6. Assist in the development of new CCCM projects by selecting and summarizing background information, assessing local context and drafting segments of project proposals. Follow up on logistical and administrative arrangements for the implementation of projects. 7. Review the documentation and evaluation of processes and lessons learned from the field and recommend improvements.

8. Keep abreast of international debates and issues relevant to the CCCM sector, in particular cross-cutting themes, such as protection/gender, accountability, environment and Housing Landing and Property (HLP).

9. Support Monitoring and Evaluation of CCCM programmes.

10. Draft materials and documents for CCCM advocacy activities as per Global Cluster plans and strategies.

11. Perform such other related duties as may be assigned.

Education

• Master degree in Human Resources, Humanitarian Affairs, Civil Protection, Disaster Management, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in the humanitarian sector, with a focus also on protection, counter-trafficking and monitoring and evaluation issues;

• Experience with CCCM in emergencies;

• Experience in Counter-Trafficking, Protection, GBV, child protection at field level; • Demonstrated experience in capacity building;

• Solid analytical and drafting skills;

• Ability to implement and execute.

Languages

Fluency in English is required. Working knowledge of Spanish and French is an advantage. Note
