To conduct a Gender Programmatic Review of UNICEF Guinea-Bissau Country Office Programme The purpose of this consultancy is to help shape and refine country programme planning alignment with the regional priorities on Gender Equality and the empowerment of adolescent girls, in line with the Global Gender Action Plan (GAP) 2014-2017 and the upcoming GAP 2.0 covering 2018-21. Specifically, this assignment will support the Gender Programmatic Review’s execution to be considered during the Mid-Term Review of the current Country Programme Document.

Purpose of the Assignment

The purpose of this consultancy is to help shape and refine country programme planning alignment with the regional priorities on Gender Equality and the empowerment of adolescent girls, in line with the Global Gender Action Plan (GAP) 2014-2017 and the upcoming GAP 2.0 covering 2018-21. Specifically, this assignment will support the Gender Programmatic Review’s execution to be considered during the Mid-Term Review of the current Country Programme Document.

Assignment Tasks

Consultant will be supervised by the Deputy Representative with support from the Representative, the Gender Focal Point and the M&E Specialist. He/she specifically will review:

    • Review key documents and conduct a mapping of Country Programme Results to identify 2-5 key gender results that are most relevant to the country programme context and utilize the GAP’s dual programmatic approach (i.e. targeted gender priorities and gender mainstreaming);
    • Conduct an in-depth analysis of selected outputs and results achieved in line with GAP priorities and strategies and with the Gender Investment Case for the West and Central Africa Region, with a view to: 
      • Formulate programmatic responses to address gender bottlenecks and barriers that prevent the achievement of priority gender results;
      • Identify and modify relevant indicators to measure progress for gender programmes;
    1. Review the current gender architecture of the Country programme, including an analysis of roles and accountabilities to deliver gender results, and propose recommendations in line with country context and the GAP Staffing Package, and
    2. Support the CO to agree on a set of action points of what it will do in relation to outputs and results, as well as the means to achieve these in terms of funding and capacities.

Expected results: 

  1.  An analysis of to what extent GAP 2014-2017 and key regional gender priorities (ROMP 2018-21 and Gender Investment Case) are integrated into country programme outputs and activities
  2.  Technical and strategic input into how Gender Programmatic Review action points can integrated into the MTR and related programming process.
  3.  A report and PowerPoint presentation on the results of this Gender Programmatic Review will be delivered to present the context, in-depth analysis of findings, methodology used, the rationale for findings and the resulting action points.
 

Expected Deliverables

The consultant will work collaboratively with relevant country office staff to conduct the gender review. Deliverables’ deadlines are proposed in light of the CPD’s Mid Term Review process that will take place in late 2018.

1. Inception report with methodology and in-country work plan presented and agreed with CO (Home-based)

September/October (3 days) and payment of 10%;

2. In-depth analysis of Country programme outputs and activities completed (in-country)

September/October (3 days) and payment of 10%;

3. Action points articulated with country team and presented to deputy representative and representative for feedback (In Country). Please see note below this table.

September/October (3 days) and payment of 10%;

4. Final report and PowerPoint presentation of the Gender Programmatic Review Process (home based) to relevant UNICEF staff. Ppt presented through skype call, if possible.

September/October (3 days) and payment of 50%.

Note: The Country Office’s Deputy Representative and Representative will have a period of one week to review the in-depth analysis and action points to provide feedback. The consultant must take the feedback and comments into consideration for the final report.

Qualifications of Successful Candidate

Education

  • An Advanced university degree in social sciences, public health, or international development.

Experience

  • At least 8 years of strong technical skills in gender, research and ability to support countries especially on gender assessments or reviews.
  • Substantive and programmatic experience in gender issues, with an understanding of social change, is essential.
  • Demonstrated experience in using the evidence based on gender in shaping and implementing programmes

 Language skills:

  • Fluency in English is required. Working knowledge of Portuguese is highly desirable. Knowledge of Spanish, French is an asset.

Other skills

  • Strong analytical skills in gender programme design and assessment, ideally at the national level
  • Experience working in West Africa and/or Guinea-Bissau is an asset
  • Some prior experience with UNICEF or UN agency programme planning
  • Excellent written and verbal communication skills, with strong interpersonal and presentation skills.

Conditions of work

  • The total duration of the consultancy is of 15 working days, during the months of September and October 2017. Detailed calendar and timeframe to be agreed upon;
  • The consultancy, on a SSA type contract at the P4 level;
  • As a general principle, the fees payable to a consultant shall follow the best value for money principle (achieving the desired outcome at the lowest possible fee). Therefore, the consultants are required to indicate their fees for services to be provided;
  • The consultant will work in UNICEF Guinea-Bissau office and will travel to the field (based on the work plan agreed on with the supervisor) using UNICEF transport in respect of the regulations of the Organization, if deemed necessary;
  • The consultant will work with own IT equipment;
  • UNICEF Guinea-Bissau will provide office space and other secretarial support;
  • UNICEF Guinea-Bissau will provide transport to and from the airport, and any work related transport in country, if needed.

 The consultant will have to present a proposal, including the working methodology at the time of application.
