UN VOLUNTEER DESCRIPTION OF ASSIGNMENT MMRR000030--Rule of Law/Access to Justice Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Living Conditions

Myitkyina is located in north of Myanmar on the banks of the Ayerwaddy River. Its standard time zone is UTC/GMT +6:30 hours, and has a tropical monsoon climate. The city features a lengthy rainy season from June through October where a substantial amount of rainfall is received, a hot/humid season from March through May where little rainfall is seen, and a relatively cool/dry season from November through February. During the course of the year, average temperatures show little variance, with average highs ranging from 30°C to 33°C and average lows ranging from 10°C to 15°C. Although there are some restrictions on travel within some areas of the country, particularly the remote and border areas, the situation in provincial cities and large towns, like Myitkyina, are relatively normal and foreigners are not normally the targets of criminal and/or other elements. The living conditions in Myitkyina are fairly good though basic. Myitkyina is the capital of the State and has electricity over 90% of the time. Accommodations can found with all required amenities (hot water, almost 24 hours electricity, internet, etc…). There are not many social or recreational opportunities outside of work and travel outside of the city comes under some restrictions for international staff. The security situation in Myitkyina is safe but in the border region and locations where the Government and resistance groups have demarcated boundaries safety is more fragile. Though there is a hospital and clinics in Myitkyina, medical facilities are limited in capacity and treatment on western standards have to be sought in Yangon or internationally. There are direct daily flights to Mandalay and Yangon.

Organizational Context & Project Description

Myanmar has gone through a phase of unprecedented change since the November 2010 general elections and UNDP has

developed a new Country Programme to fully support the political, economic and peacebuilding transition process. As per the 2013- 2015 Country Program Document for Myanmar, UNDP is implementing an integrated “Democratic Governance in Myanmar”

program to support the country in the process of modernizing, democratizing, and decentralizing the state and society, and pursuing an incremental institutional approach that is people and rights oriented.

Assistance will strengthen accountable and responsive public institutions and trust in state-society relations, respect for the rule of law and human rights, and inclusive political processes that place emphasis on women, youth, and disadvantaged groups. Support will be grounded on a solid understanding of the transition context informed by evidence based analysis that can support national policy and planning for inclusive development and for mitigating and resolving governance related potential causes of grievances and conflict. Activities with parliament, justice, and public service at Union and sub-national levels will be adequately prioritized and sequenced to establish a conducive environment for sustainable and equitable development, which is nationally driven and

contextualized to the diversity of Myanmar.

UNDP’s Democratic Governance program delivers four key outputs:

Output 1 (Development Effectiveness): National and state/regional development planning informed by robust data and broad

consultations; capacities of stakeholders strengthened to manage development cooperation in line with GPEDC principles.

Output 2 (Parliamentary Support): Legislative, oversight, and representation functions performed by Hluttaws at Union and selected state and regional levels institutionalized.

Output 3 (Rule of Law & Access to Justice): Justice institutions equipped to develop and implement frameworks for justice sector reform that reflects the needs of diverse groups, especially women and vulnerable groups.

Output 4 (Public Administration Responsiveness): Capacity of government institutions enhanced to develop and implement

administrative and civil service reforms that promote responsiveness and efficiency.

UNDP’s project component on Rule of Law and Access to Justice (Output 3) is part of this Integrated Program Document for

Democratic Governance and is fully underpinned by a conflict sensitive approach for the country context. Its outcome is that justice institutions and legal frameworks are improved to ensure rule of law and access to justice for all; with a specific focus on marginalized groups.

Core interventions under this component relate to:

i. upstream support for policy and strategic planning at national level, including support to legislative drafting and review and case management;

ii. capacity development for all justice sector actors;

iii. increased legal awareness at local level focusing on women and the most marginalized; and empowerment of these groups to claim their rights and (a rights-based approach to access to justice).

These interventions focus mostly on pilot approaches at sub-national level and in states and regions

UNV Focus Area Peace building

Task description

Under the supervision of the Rule of Law/Access to Justice Specialist and working in close collaboration with the Area Office Coordinator, the Rule of Law/Access to Justice Officer will work with the project team to:

Oversee the implementation of the rule of law/access to justice project including monitoring and evaluation of project activities, 15 Aug 2017 Page 2 of 5 financial management (if required) and reporting of project activities Support the initiation and implementation of rule of law/access to justice projects in the state/region; and identity pilot locations

for specific project initiatives

Provide support to on-going development and modification of project activities by contributing to work planning exercises and

advising on local justice issues and providing contextual information in project implementation areas

Facilitate day-to-day management of project activities in the state/region and serve as a liaison between the project

management, stakeholders and beneficiaries; Regularly liaise with and maintain working relations with implementing partners

Provide upstream advice to the RoL/A2J team with local contextual information and analysis in connection with pilot project

activities, and in relation to any proposed RoL/A2J programming at state/regional level as required.

Play a role in the recruitment and training of national project staff and the identification of relevant beneficiaries for maximum

impact of project activities; Provide technical advice to justice actors’ as appropriate with a view to strengthening capacity and

capabilities in the area of rule of law

Support capacity development efforts towards building the capacity of local justice actors in project locations to understand

and share knowledge on rule of law topics with particular focus on local justice issues and community engagement/outreach

Establish relevant rule of law networks and relations with international and national partners working in the area of rule of law,

access to justice and governance at state/region level in order to promote coordination and collaboration in project

implementation

Support project monitoring and evaluation efforts: the development of a M&E strategy, conducting required baseline

assessments, formulation of indicators for measuring improvement/impact in project goals, undertake regular monitoring visits

to project activity sites and reporting on project progress and constraints

As the need arises, provide overall project management support to the Democratic Governance program in the areas of

parliamentary support, public administration and development effectiveness

Support UNDP’s programming in state/region through regular coordination and communication with other programs

identifying areas for improved collaboration within the program and across other UNDP programs (local governance and

environmental sustainability)

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby

reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type

and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute

articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with

the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering,

orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible.

statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the

number of volunteers mobilized, activities participated in and capacities developed

Conditions of Service for International Specialist:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family

Allowance (FA) for those with dependents (maximum three).

The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and

other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,587. The

VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis

according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty

stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is

published at the beginning of every month on the ICSC website http://icsc.un.org.

15 Aug 2017 Page 4 of 5 In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the

duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final

repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful

candidate.
