Introduction: The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. GGGI assists developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.
Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization’s vision. To date, there are total of 27 Member Countries which have joined the organization. GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as building the countries’ conditions for scaling-up financial resources for green investments. Currently Viet Nam is restructuring its economy towards more comprehensive development so that rapid and sustainable economic development will go hand-in-hand with environmental protection and social security, while ensuring international obligations such as Viet Nam’s Nationally Determined Contribution (NDC) and the Sustainable Development Goals (SDGs). Green growth has been high on the government’s agenda as the main pathway for sustainable development. In 2012 the Government approved the National Green Growth Strategy (VGGS) and two years later, in 2014 the National Green Growth Action Plan (GGAP). Despite a solid foundation for green development, many challenges remain unresolved. At a cost of US$30 billion, VGGS implementation demands a significant increase in current financing sources. Give the increasing limited ODA grants and concessional loans due to the middle-income country status, Viet Nam must develop new sources of finance for green growth investments. In this context, the government views private-sector finance as an important source of green investment. At present, Vietnam has about 600,000 enterprises, of which about 500,000 are SMEs, therefore greening SMEs’ business is important to achieve the government agenda. Within the Ministry of Planning and Investment, the SME Development Fund was established (SMEDF) in 2013 to support the development of SMEs in Vietnam, including towards greener and low-emission production. As part of the technical assistance project with MPI “Enhance policy for mobilizing finance source to promote green growth implementation in Viet Nam”, GGGI is supporting the SMEDF in implementing its mandate to support SMEs in contributing to Vietnam’s green growth agenda. In particular, one of the outcomes of the project is that the Handbook on green credit for SMEs (SMEs Green Credit Handbook) will be developed and adopted by SMEDF. Objectives/Purpose of the Assignment: The objective of this assignment is to provide technical support to the SME Development Fund (SMEDF) to develop the SMEs Green Credit Handbook to integrate green growth indicators in SMEDF’s lending scheme for SMEs. |

Scope of work: In 2014-2016, GGGI has partnered with UNDP to support MPI to develop the Investment Guidelines for Green Growth (IGGG). The IGGG were developed as an investment planning tool to assist line ministries, provinces and cities to plan public investments for approval by MPI. By developing the SMEs Green Credit Handbook aiming at applying green criteria and indicators defined in IGGG, MPI through SMEDF can: (i) Support SMEs to scale up green businesses in Viet Nam; (ii) Support SMEs to access green credit for their business, leading to green jobs creation and making SMEs meet better national requirements of environment protection. Output/Reporting Requirements/Deliverables The consultant will be expected to incorporate comments from GGGI and SMEDF before the deliverables are approved. The deliverables can be delivered in Vietnamese, except for where indicated otherwise.

Qualifications/Experience/Expertise - Master in Finance, Banking, Economics, Business Law, or other related fields in the finance sector. PhD is an advantage. - At least 15 years of professional experience in the financial, banking sector in Vietnam - Demonstrated extensive experience in relation to enhancing credit to SMEs in Vietnam (at least 10 years) - Proven knowledge of green growth. Experienced in consulting on green/clean production. Involved in SMEs’ green/environment projects (e.g. in the areas of energy efficiency, waste treatment facility, green business etc.). - Proven experience in training or development of training materials. - Experienced in research and implementation of policy-related project (involved in at least 1 research/project related to formulating regulation on financial support to businesses). - Fluency in Vietnamese and English is required, with excellent writing skills.
