Context:

Under the direct supervision of the Chief of Mission (CoM) in Islamabad and in close coordination with the Senior Programme Manager, the successful candidate will assume a principle managerial role of the IOM- INL (Bureau of International Narcotics and Law Enforcement Affairs) Project with a particular focus on monitoring, oversight and reporting of grants implemented by various stakeholders funded by INL in Pakistan. S/he will be responsible for all Monitoring, oversight and reporting of grants and producing relevant reports, data and analysis based on Monitoring & Oversight of activities and findings. Core Functions / Responsibilities:

1. Develop the framework for Programme Monitoring and Evaluation, in coordination with the donor, ensuring that monitoring and evaluation arrangements comply with donor agreements and programme requirements.

2. Oversee project team effectively to ensure comprehensive and detailed coverage of projects throughout all stages of the implementation and to provide relevant information for performance management and evaluation of programme activities.

3. Monitor and review existing monitoring mechanisms and reporting documents including but Page 1 / 4not limited to project-level M&E plans, data collection tools, Site Visit Notes and Final Evaluation Reports and strengthen where necessary.

4. Develop comprehensive and effective evaluation mechanisms for the IOM-INL project in accordance with the M&E plan.

5. Develop and Strengthen tools and systems, in coordination with IOM senior management and the donor, to provide for:

a) Greater versatility in grant design in relation to specific recipient communities; b) Streamlined information cycles;

c) Improved adherence to programme standards and better responsiveness to issues arising during implementation.

6. Guide the regular sharing of M&E findings with relevant stakeholders and ensure that monitoring data is discussed in the appropriate forums in a timely manner.

7. Interact with the donor on a regular basis, to share monitoring systems and findings, and discuss avenues for improvement if necessary.

8. Guide the process of identifying the key performance questions, indicators and parameters for monitoring of program performance and achievements, and for preparing evaluations; review and analyse monitoring reports and identify the causes of potential bottlenecks in project implementation and identify corrective measures where necessary.

9. Build and strengthen the capacity of the Project team through the recruitment and training of experienced staff, in coordination with the Resource Management Unit.

10. Develop M&E trainings and other capacity buildings tools, in coordination with the M&E Manager, targeted for the project staff.

11. Manage the project budget by ensuring that the project funds are disbursed properly and expenditure is in accordance with the approved allocation, and propose corrective measures in coordination with the Senior Resources Management Officer;

12. Prepare periodic financial reports as required by the donor in coordination with Resource Management unit of the mission;

13. Prepare reporting on monitoring activities, for inclusion in Program Quarterly Report; ensure overall revision of reporting documents including but not limited to M&E activity plans and Final Evaluation Reports to ensure adherence to project objective, for submission to the donor. 14. Contribute to the strategic planning of the IOM -INL activities.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

Page 2 / 4• Proven experience in multi-year project management and coordination;

• Substantial experience in the design and implementation of monitoring and evaluation plans in grants, preferably with experience in the field of research, monitoring and/or evaluation; • Proven experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing; • Experience in liaising with governmental, national and international institutions an advantage; • Strong ability to understand, develop and implement administrative and financial control procedures;

• Previous work experience in Central or South Asia, particularly on similar programming advantageous;

• Previous work experience in infrastructure and agriculture projects advantageous; • Sound knowledge of development programme planning and implementation objectives; • Ability to use Access databases and Microsoft Excel, Access, Outlook and Word software; • Ability to conduct qualitative and quantitative data analysis;

• Sound knowledge of research methodologies.

Languages

Fluency in English is required. Working knowledge of Urdu and/or other local language is an advantage.

Internationally recruited professional staff are required to be mobile.
