UNICEF Global Shared Services Centre Operations Section is seeking a Human Resources Manager to lead the human resources maintenance work stream in GSSC in delivering high quality, responsive, timely and equitable human resources services for UNICEF offices for personnel entitlements, benefits and other administration. The incumbent is responsible for the oversight of the HR Master Data Maintenance (MDM).

How can you make a difference?


UNICEF Global Shared Services Centre Operations Section is seeking a Human Resources Manager to lead the human resources maintenance work stream in GSSC in delivering high quality, responsive, timely and equitable human resources services for UNICEF offices for personnel entitlements, benefits and other administration. The incumbent is responsible for the oversight of the HR Master Data Maintenance (MDM).


This will involve:


1. Technical leadership, operational support and guidance. 

• Interpret and apply UN and UNICEF organization human resources rules, regulations, systems, procedures and processes.
• Ensure timely, transparent and systematic administration of HR benefits, entitlements, contracts renewal and termination, performance management, and other HR activities.
• Contribute to the improvement of human resources services and ensure client satisfaction.
• Analyse policy changes to ensure staff entitlement and conditions of service issues are addressed.
• Plan and conduct HR workshops to build staff competency, learning and career development.

2. Oversight of global HR Master Data

• Manage HR Master Data services globally including provision of supervisory oversight of the team. 
• Conduct data summary and ensure accurate data related to staff entitlements and benefits is reflected and reported in a timely manner.
• Perform quality assurance to ensure proper, accurate and correct entitlements for payroll.
• Draft seasonal and annual reports for entitlement-related review, analysis and action.
• Analyse policy changes to ensure staff entitlement and conditions of service issues are addressed.

3. Management of Global Shared Services Centre priorities and volume of work

• Monitor progress of maintenance stream and individuals’ work, setting and maintaining standards to improve overall organizational performance and ensure quality of HR Master Data globally.
• Promote management excellence in the unit by ensuring accountability, customer service orientation, as well as sound and systematic performance management.

4. Partnership with internal and external partners to deliver services and improve business processes.

• Liaise with DHR, Staff Well Being Unit and Payroll Unit as well as other internal and external entities, e.g. Country and Regional Offices, UN Pension Fund, UN Tax Unit and UN Insurance Unit, to ensure staff are paid on time and correctly.
• Act as liaison with ICTD.  Perform business analysis and coordinate with supporting partners to deliver new functionality, enhancements and required upgrades on matters related to Vision, Case and Records Management and Talent Suite.
• Consult with organizational units globally to identify service needs and areas for process improvement.

5.  Management of complex and sensitive human resources issues

• Manage and address complex issues related to staff administration and benefits.
• Manage exceptions through establishment of systems, mechanisms and knowledge database library.
• Provide general overview of human resources cases to management, facilitate analysis and ensure on human resources administration.

6. Leadership and management of staff

• Lead and develop staff through coaching and mentoring
• Ensure team leadership and cross-functional collaboration
• Support and advise staff and management as appropriate to improve relations, achieve consensus and resolve issues. 
• Provide administrative and technical support to staff-management bodies in the capacity of HR focal point in the office.
• Promote management excellence and work life balance in the office.

7. Build active cooperation, networks and partnerships with other agencies

• Maintain effective and steady communication and working relations with UN agencies to seek harmonization as well as new ways to enhance effectiveness of HR management and development in UNICEF.
• Support identification of common strategies and approaches for enhancement of the HR reform within the Common system.

8. Identify and explore best practices and innovation in HR area

• Research and identify best practices in HR area and suggest innovation to improve processes and effectiveness.
• Participate in inter-agency and industry coordination, conferences and other forums to keep abreast of developments and best practices in HR planning, implementation, staff learning and development, recruitment and shared service centre practises.


As an advocate for every child, you will have…


• An advanced university degree, in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas.
• A minimum of eight years of relevant professional experience, at the national and international levels, in human resources management and human resources administration.
• Previous hands on experience in a supervisory/managerial capacity is required.
• Prior work experience with an international organization is highly desirable.
• Previous experience of shared services/business support centre is highly desirable.
• Prior experience and hands-on work experience of UNICEF's human resources, programme and management processes is considered an asset.
• Prior hands on experience in field-office locations is highly desirable.
• Previous experience as an advanced user or a subject matter expert in HR module of an ERP system.
• Fluency in English (verbal and written) is required.
• Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is desirable.
