The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and South & Central), Kenya, Ethiopia Yemen, Djibouti and South Sudan.

The primary purpose of the Food Security & Livelihoods Coordinator is to assist the FSL manager in the implementation of FSL projects in south central Somalia.

Job description

Line management of FSL project Officers in Mogadishu
Adherence to NRC policies, guidance and procedures
Contribute to FSL strategy development, project proposals and provide input on needs and gaps
Manage and implement delegated portfolio of FSL projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
Provide regular progress reports to PM, Technical Specialist and AM.
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Promote the rights of IDPs/returnees in line with the advocacy strategy
Under the leadership of the FSL PM, coordinate and provide managerial support to the FSL projects in south central Somalia.
In collaboration with the PM, develop Monthly/quarterly/annual work plan, cash forecast and procurement plans for all FSL projects. All these plans should be submitted to the relevant departments in timely manner.
Assist the FSL PM in the development of thorough analysis of the food security and livelihoods situation through primary and secondary assessments across NRC’s operational locations in south central Somalia.
Review outputs submitted by field staff that is fed into the weekly and bi-weekly activity database with the M&E department
Monitor project performance against the protocols designed for the program and ensure action points are addressed in their respective timeframe.
Identify learning and training opportunities for FSL Project staff and work as a mentor and role model for less experienced staff
Conduct trainings to build the capacity of staff/volunteers and the community at large in best practice of food security and Livelihood practices
Awareness creation, sensitization and training program staff, partners and the public on protection issues and Rights focused activities
Train food security field staff, partners and relevant stakeholders on basic food security concepts and tools
Compilation of budget forecasts, Bi-Weekly Reports and draft donor reports
Work with officers in planning community meetings for beneficiaries and stakeholders
Supervise field staff in order to aid efficient and effective service delivery to beneficiaries during project implementation
Allocate short term roles to staff supervised and incentive workers to expedite activity implementation as may be required
Liaise with local leaders and authorities giving overview of project activities, seeking their support and participation where required
Conduct systematic documentation of the FSL projects in the form of case studies, video clips, photos, lessons learnt etc.
Ensure proper filling and data storage for all the projects

Qualifications

University degree preferably in Agriculture or social sciences, international relations/development or other relevant discipline.
Minimum of 5 years’ relevant working experience, at least 2 years with a humanitarian program in Food security, Livelihoods or nutrition
Knowledge of basic computer skills (MS Word, Excel and Power point)
Fluency in English, both written and verbal
Experience in Cash transfers in the context of south central Somalia
Excellent interpersonal, written and verbal communication skills
Strong cultural awareness and sensitivity
Good understanding of complex emergencies and crisis contexts with a sense of humour
Attention to detail, flexible and creative
Goal oriented with ability to work under pressure, independently and with limited supervision
Very good organizational and administrative skills
Strong team working and support role skills
