INTRODUCTION                         

The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.

 

Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization’s vision. To date, there are a total of 26 Member Countries who joined the organization.

 

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

 

The Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters works with programs in countries and on (global) projects, by:

  • Providing technical and financial know-how through advice to country programs in the areas of energy, green cities, land-use and water;
  • Addressing the financing gap in GGGI’s partner countries by developing bankable projects, designing risk-mitigating financial instruments, and establishing National Financing Vehicles (NFVs);
  • Working with the Green Growth Planning and Implementation Division (GGP&I) on the development of service offerings (in GGGI’s four main focus areas) and related methodologies (delivery approaches);
  • Converting experience gained through country activities and engagement in international networks into elements of South-South cooperation programs, sub-regional knowledge sharing programs and national level capacity building activities;

Collaborating with the Green Climate Fund (GCF)[1] to support its National Designated Authorities (NDAs) in developing countries to support countries for enhanced access to international climate finance under  GCF’s Readiness Program.



[1] The Green Climate Fund (GCF) is an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC).  Access to Fund resources will be through national, regional and international implementing entities accredited by the Board. Direct access by national public and private entities will be a key feature of the Fund in line with a GCF’s commitment to country ownership. The Government of Mongolia nominated Ministry of Environment and Tourism (MET) to be the NDA to liaise with the GCF and MET designated GGGI to be its Delivery Partner to implement this project.

POSITION SUMMARY

Since April 2016, GGGI has been supporting the Government of Mongolia and the Mongolian Bankers Association (MBA) to establish the Mongolia Green Credit Fund (MGCF) to bring long-term finance to projects and companies that stimulate green growth as well as to meet its goals in the National Green Development Policy (NGDP) and National Determined Contribution (NDC) under the Paris Agreement.

 

The successful candidate will conduct market assessments and develop pilot projects for the MGCF as part of GCF’s Readiness Program in Mongolia. Specifically, he/she will focus on alternative/clean heating solutions for Ger residents in peri-urban areas of Ulaanbaatar, Mongolia.

 

PURPOSE

The successful candidate shall perform a comprehensive market study for alternative heating solution(s) in select Ger districts of Ulaanbaatar. Specific tasks include:

 

  • Conducting an in-depth assessment of the potential market for alternative heating solution(s).
  • Proposing a product offering with financial analysis, including anticipated impact assessment.
  • Providing a final report with recommendations for next steps and future projects.
  • Developing presentation materials of final report for workshop to MBA and other stakeholders.
  • Developing a pilot project implementing the proposed product offering.

 

The findings of the study shall inform the design of an investment program aimed at replacing coal stoves with electric substitutes and increasing energy efficiency in the Ger districts, which will ultimately reduce air pollution in the city.

                                                                                                                                                       

ENGAGEMENT

The successful candidate will support the country and investment teams in engaging government/private sector stakeholders as well as prospective end-users of the alternative heating solution (i.e. Ger communities).

                                                                                                                                                              

DELIVERY

The successful candidate will be involved in the delivery of five outputs as detailed below:

            

  • Support in-depth assessment of the potential market for an alternative heating solution
  • Categorization and analysis of market segments within the Ger districts
  • Analysis and identification of alternative heating solution(s) available in the market
  • Analysis of policies, regulations, and grid capacity
  • Support proposal for a product offering with financial analysis, including anticipated impact assessment
  • Support formulation and recommendations for next steps and future projects
  • Based on findings of preceding activities, he/she will support the country and investment teams in determining next steps.
  • Develop presentation materials of final report for workshop to MBA and other stakeholders
  • Support development of a pilot project with proposed product offering

QUALIFICATIONS

  • At least 3 years of relevant experience in international development and climate change in Mongolia (experience related to heating in Ger districts strongly preferred)
  • Experience developing projects in the energy sector preferred
  • Experience with assessment of market segments for appliances conducted at the level of households and SME appliances in developing countries preferred
  • In-depth knowledge of survey work and statistical analysis
  • In-depth knowledge and experience in building financial models
  • Demonstrated successes working with various public & private sector players for establishing partnerships and business development
  • Experience in making stakeholder engagement plans and related documents is an asset
  • Strong communication, analytical and writing skills
  • Proficiency in both spoken/written Mongolian and English.
