Background Information - Job-specific

The incumbent will assist the Project Manager in managing the provision of UNOPS’s operational support to host government, UN organizations and other humanitarian partners. S/he will be expected to actively assist the Project Manager in liaising and coordinating with the joint Command Post, which was formed at the regional level to oversee the overall AWD response effort across assigned regions of Ethiopia. Based on needs of humanitarian partners, the incumbent will support in ensuring that UNOPS provides effective and timely operational and logistics support. The services to be provided to host government and humanitarian partners include fleet management and per diem payment services. 

Functional Responsibilities

Under the guidance and direct supervision of the Project Manager, the Operations Associate is responsible to oversee per diem payments, and assist health workers with any issues, changes and delays. S/he also responsible to ensure efficient and effective transport service availability and management to ensure smooth service provision.   

The Operations Associate works in close collaboration with the Programme, Project and Operations staff in the project operational area.

Ensures implementation of operational strategies and procedures, focusing on achievement of the following results:

  • Full compliance of operational activities with UNOPS rules, regulations, policies and strategies.
  • Input to the elaboration of internal Standard Operating Procedures (SOPs) in operations, in consultation with the direct supervisor and office management.

Provides administrative and accounting support, focusing on achievement of the following results:

  • Establishment and maintenance of appropriate financial accounting controls and monitoring systems
  • Maintenance, operation and management of disbursements, analysis and reconciliation of accounts.
  • Preparation and confirmation of appropriateness of operational transactions, confirmation of attendance for payment of per diems. Identification of problems in financial and administrative areas and suggestions for alternative solutions to resolve issues in compliance with broader UNOPS policies rule and regulations

Performs efficient operations and Logistics planning, focusing on achievement of the following results:

  • Organization, direction and supervision of all fleet management  and logistical activities of the projects under her/his responsibilities
  • Assist in compilation of project-related documents in consultation with supervisor and clients and entering data in appropriate software
  • Processing of all operational and logistical   requirements and follow-up to completion.

Contributes to project operations knowledge building and sharing   focusing on achievement of the following results:

  • Input and update of accurate data and information to facilitate effective delivery of the operations  
  • Use of technology and electronic systems and tools to initiate work, share information with colleagues and clients.

Impact of Results

The key results have an impact on the overall execution of the logistical, operational and financial services to UNOPS projects in terms of quality and accuracy of work completed. Accurate and properly documented records enhance UNOPS capability in operations management.

Education

High school completion is mandatory.
University Degree in Business Administration, Public Administration, Human Resources Management or equivalent desirable. 

Experience

5 - 6 years of progressively responsible experience in similar relevant position including experience in supporting projects and working directly with clients and partners.

Good computer skills and advance knowledge of MS Office 2003 and/or newer versions.

Languages

Fluency in written and oral English and Amharic is required.
