The Centre of Expertise (COE) supports the business objectives of UNICEF by providing content expertise related to recruitment and talent acquisition and more importantly, delivers talent acquisition solutions and strategic talent management support that is tailored to the business needs of the Organization. In this context, DHR requires the support of a junior professional consultant for the COE project. The consultancy will fall under the supervision of the Project Lead/HR Specialist.

Purpose of the Assignment

The Staff Selection Policy (CF/AI/2016-005) that came into effect on 1 February 2017 enables a faster, simpler and more streamlined approach to placing the right people in the right place and at the right time.  It aims to strengthen talent management, accelerate the talent acquisition process and ensure responsiveness to operational needs. Furthermore, it will improve UNICEF’s ability to deliver results for children and respond with a more strategic approach to recruitment and talent acquisition, amongst others.  In order to support fully the implementation of the recruitment reform and a strategic approach to talent acquisition, DHR is establishing a Recruitment Centre of Expertise (COE). The COE supports the business objectives of UNICEF by providing content expertise related to recruitment and talent acquisition and more importantly, delivers talent acquisition solutions and strategic talent management support that is tailored to the business needs of the Organization. In this context, DHR requires the support of a junior professional consultant for the COE project.  The consultancy will fall under the supervision of the Project Lead/HR Specialist.

Assignment Tasks

  • Provide support to implementation of recruitment reform actions. Contribute to development of guidelines and sharing of best practices
  • Contribute to innovation in recruitment – including solutions that facilitate execution of talent acquisition and recruitment
  • Provide support with capacity building to offices globally, as required, including webinars, technical guidance
  • Contribute to development of guidelines for maintenance of Talent Groups (TGs); monitor and maintain TGs, ensure consistent application of guidelines, recommend improvement to practices
  • Liaise with HRBPs on workforce planning and to understand current talent challenges
  • Support sourcing, outreach, use of online digital tools.  Collaborate with the Outreach team on sourcing.   
  • Collect, interpret and analyze HR data to help inform decision making on strategies
  • Provide support to preparation of reports
  • Collaborate with the e-TMS team on system enhancements
  • Perform any other duties as required

The consultant is expected to undertake other duties as required and assigned by the supervisor. Exact tasks may be added or modified throughout the time period of the assignment depending on the COE workload and emerging priorities.

Qualifications of Successful Candidate

Education

  • A first-level university degree in HR management, business administration, social sciences, education or related field is required. 
  • Fluency in English. Knowledge of another UN working language an advantage.

Years of relevant experience

  • At least 2 years of progressively responsible experience in human resources, preferably in recruitment

Competencies of Successful Candidate

  • Knowledge of current theories and practices in human resources management
  • Good writing and capacity building skills
  • Strong ability to research, analyze, evaluate, and synthesize information
  • Very good ability to articulate clear and concise ideas and concepts in written and oral form
  • Knowledge of a major platform e-Recruitment system is an asset
  • Technical - Knowledge of relevant computer systems and applications; excellent knowledge of software MS Office (Word, Excel, PowerPoint)
  • Managing resources - Organizes and manages information effectively to achieve defined goals and optimum results.
  • Communication - Effectively presents thoughts and ideas including complex technical concepts, in a clear, concise, and readily understood manner, both verbally and in writing. Listens to and acknowledges others' perspectives and views.
  • Flexibility - Works effectively on multiple assignments simultaneously and adapts to changing demands and circumstances.
  • Good communication and interpersonal skills – able to work well in a team environment.
