Background

“Implementing norms, changing minds” is a UN Women programme, funded by the European Union under IPA II, which aims to support a reduction in discrimination and violence against women and girls in Turkey and six Western Balkan countries (Albania, Bosnia and Herzegovina, FYR Macedonia, Montenegro, Kosovo* and Serbia), anchored in the Convention on the Elimination of Discrimination against Women (CEDAW), the Council of Europe Convention on preventing and combating violence against women and domestic violence (also known as Istanbul Convention), and also in alignment with European Union accession standards.

The three year Programme supports the development of an enabling legislative and policy environment on eliminating violence against women and all forms of discrimination; promotes favorable social norms and attitudes to prevent gender discrimination and violence against women; and pursues empowering women and girls (including those from disadvantaged groups) who have experienced discrimination or violence to advocate for and use available, accessible, and quality services.

The elimination of gender -based discrimination and violence against women as one of its most pervasive forms, requires a comprehensive, coordinated, and sustained effort in all spheres. It requires actions in different areas, including legislation, service provision, awareness-raising, and attitudinal and behavioral change. Gender-related discrimination and violence against women is a complex phenomenon that needs to be understood within the wider social context and within the social and cultural norms that permeate it. Community attitudes and responses regarding violence against women reflect these norms and play an important role in shaping the social climate in which discrimination and violence occur. Comprehending attitudes toward gender equality and violence against women is key to better understanding its root causes and, therefore, developing more effective intervention measures.

The programme activities will be implemented in partnership with European and local civil society organizations' CSOs, including those representing women from minority and disadvantaged groups at country and regional levels.

In Turkey, the programme will support CSOs, including those working with and representing refugees, around three main themes, namely, fostering an enabling legislative and policy environment; promoting favourable social norms and attitudes; and, strengthening the voice and agency of women and girls. More specifically, the programme will support CSOs in Turkey to strengthen their capacity and leadership for change, on advocacy, monitoring & reporting of the implementation of the Istanbul Convention and CEDAW, challenging norms and exclusionary practices by implementing innovative new approaches to behavioral change, and building the capacity of service providers to increasing women subject to violence to survivor-centered quality essential services. A variety of activities are planned for the realization of the above-mentioned results, including, among other things: establishing and supporting networking platforms, capacity development, technical assistance, promoting innovation and experimentation in advocacy.

Within this context, UN Women Europe and Central Asia Regional Office is recruiting a national consultant to assist in the implementation of the Turkey component of the programme in support to civil society organizations. The consultant will work under the supervision of the EVAW Programme Specialist/Regional Programme Manager.

Duties and Responsibilities

Under the direct supervision of the EVAW Programme Specialist/ Regional Programme Manager, the Consultant will be responsible for the following tasks:

·         Support in the review and finalization of project proposals to carry out selected activities of the Turkey component by CSOs;

·         Provide technical support and expert advice to implementing partners on specific issues related to the Turkey component of the programme, including finalization of project workplans and follow-up implementation; and

·         Provide support to implementing partners on capacity development and advocacy related activities.

Deliverables and Timeframe

The below planned deliverables and timeframe state the main areas of work, however, the schedule may be restructured by the hiring manager. The consultant will be required to carry out support and monitoring activities in relation to the completion of these tasks, which will be considered an integral part of this Terms of Reference.

The consultant should prepare detailed meeting notes after outreach and coordination meetings.

Payment schedule

Payments will be made according to the schedule of deliverables, and must be submitted on time and approved by the hiring manager (EVAW Programme Specialist/Regional Programme Manager). Travel costs within the country will be covered by UN Women.

Required Skills and Experience

Education:

·         A Degree (Masters or higher preferable) in social sciences, gender studies, political sciences, or international development.

Language:

·         Fluent in written and spoken English and Turkish

Experience:

·         At least 3 years’ working experience in research and management of projects and initiatives on human rights and/or ending discrimination and ending violence against women;

·         At least 2 years’ experience in providing technical support and capacity building to CSOs on monitoring and reporting on national and international commitments on gender equality and ending violence against women;

·         Demonstrated experience in designing advocacy and public awareness raising tools on gender equality, and ending violence against women;

·         Demonstrated experience in capacity development activities and techniques; and,

·         Prior experience working for the United Nations or another large international organization an asset.

Candidates should have the ability to quickly produce degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.

Payment schedule

The consultant will be paid 90 days in total

 (as per the daily rate in the financial offer from the consultant) based on the review and approval of the monthly deliverables as listed I the above table for respective month.

Evaluation of applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
