The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In 2015, NRC’s operations in Lebanon provided assistance to more than 300,000 beneficiaries  

Although Lebanon is not a signatory to the 1951 Refugee Convention, it has the highest number of refugees per capita in the world. The estimated 1.5 million Syrian refugees and 270,000 Palestinian refugees amount to over a quarter of Lebanon's total population.

NRC opened our offices in Lebanon in 2006 and through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face.  We focus on providing legal assistance and shelter, and advocating for refugee rights inside the country, regionally, and internationally. NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle.  Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people.  In all NRC projects, our experts work together to maximise the impact of our activities.

Objectives of the role:

  1. Roll out of agresso procurement in NRC Lebanon.

  2. Provide procurement training to staff in each area office.

 

Role Specific Information

Key Responsibilities:

  1. Provide training to all staff required to use the agresso procurement and during the 3 weeks shadow the users in implementing the system. Identify any trouble shooting needs and communicate to MERO / Oslo

  2. Devote extra time to follow the logistics staff through every step of the process

  3. Assist in identifying exceptions if needed

  4. At the same time provide a refresher training to procurement staff in the area on the NRC procurement procedures and the logistics handbook

Our Ideal Candidate:

Proven experience in using as well as rolling out aggresso procurement, and strong knowledge of NRC procurement procedures.

The person should have good capacity building skills. The assignment would consist of rolling out the agresso procurement in Lebanon (trainings staff not only theoretically but by doing the actual procurements through the system, identifying any glitches in the system, access rights, etc. and communicating those for correction to Oslo but also conducting a general refresher on NRC procurement procedures to the field staff).

 

Additional Information:

Contract period: 3 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: approx. 3 weeks in each of the 4 offices in Lebanon in Beirut, Bekaa, Tripoli and South.

Approved health certificate will be requested before contract start

NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
