The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Country Office Background

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people. 

The Syrian Crisis is well into its sixth year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Our Ideal Candidate:

We are seeking a motivated humanitarian professional to join Syria Response Office’s operations. They are a university graduate with at least 4 years’ experience as an operations/support manager.

We are particularly looking for a strong manager with experience implementing development or humanitarian programs in the Middle East. They have worked across a variety of technical areas and possess solid knowledge of HR, finance and logistics routines in a humanitarian context. Fluency in written and spoken English is essential.

Position Description:

The Support Manager actively contributes to the area office’s strategy. As a member of the senior management team, the Support Manager shares the responsibility to establish and maintain work systems that ensure maximum impact for people affected by the conflict. Specific responsibilities related to this positon include:

  • Contribute to the strategic direction of the area office
  • Provide input into proposals’ development at area office and country office levels
  • With the Area Manager, ensure that the area office’ work processes are in place, understood by all staff, and carefully followed
  • Responsible for ensuring that HR, finance, logistics and administration systems provide relevant and adequate support to the area office’s programmes throughout the whole project cycle
  • When requested by the Area Manager, represent NRC externally in the South Syria or Whole-of-Syria relevant fora
  • Responsible for corruption mapping and mitigation practices and procedures in the programme
  • Ensure adequate and fit-for-purpose support strategy rooted in national staff capacity development
  • Ensure that all rules, regulations, routines, procedures, SOPs are accessible to and known by all staff.
