Country Office Background

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and resulting refugee influx. NRC Jordan currently employs over 500 national staff in Jordan is now one of the largest INGOs in the country. In 2016 the Country Office continues to focus on provision of protection, assistance and access to essential services for vulnerable Syrian refugees in formal camps and host communities. NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement and. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreaming across all programming.

Our Ideal Candidate:

We are seeking a motivated humanitarian professional to join our Jordan Country Office’s operations. They are a university graduate with at least 5 years’ experience as an operations/support manager internationally.

We are particularly looking for a strong manager with experience implementing development or humanitarian programs in the Middle East. They have solid knowledge of logistics and procurement, HR and finance routines. Fluency in written and spoken English is essential and knowledge of Arabic would be an asset.

Position Description:

The purpose of the Support Manager is to manage and coordinate the support functions at Area Office level, while providing quality and efficient support to programme implementation. Specific responsibilities related to this positon include:

  • Ensure strong coordination with Amman based support department and act as the focal point for coordination of support departments between the national office and area office
  • Responsible for corruption mapping and mitigation practices and procedures in the Area;
  • Monitor compliance in the implementation of and adherence to NRC policies, guidance, handbooks and donor/auditor requirements, including with spot checks, field visits and in depth reviews
  • In collaboration with programme and support staff, develop a standard filing and referencing system at Area level which ensures that complete documentation exists for all transactions
  • At the direction of the Area Manager and the Head of Support, participate in the investigation of allegations of suspected fraud or misconduct and produce required reports
  • Coordinate and align operational support with program plans at Area level, ensuring procurement plans, HR plans and spending plans for each project are in place
  • Assess and monitor costs and resource allocation needs at Area level
