Nature of the Consultancy

Build capacity of State Migration Service through development of the training programme/handbook on combating human trafficking and migrant smuggling and conduct trainings.

IOM Projects to which the Consultancy is contributing to: “Enhancement of National Capacities to Combat Human Trafficking in Azerbaijan” funded by European Union and co-funded by IOM Development Fund and Enhancing Cooperation Measures to Effectively Combat Trafficking in Persons through Capacity Building and Technical Assistance in Azerbaijan – Phase VI funded by U.S. Department of State, INL.

Background Information

The projects aims to assist the Government of Azerbaijan’s response in combating trafficking in persons and improve protection mechanisms in providing vulnerable migrants as well as victims/potential victims of trafficking with appropriate assistance services. Within the overall framework of the projects, IOM will support the Training Centre of the State Migration Service (SMS) in Baku and Nakhchivan, Azerbaijan to develop a training programme on combating human trafficking and migrant smuggling tailored to the specific competencies and needs of institution. The training programme will aim at capacitating the State Migration Service officials to be able to identify, respond, and refer the cases of human trafficking and potential cases of human trafficking.

The training programme will be designed in a consultative manner with the relevant counterparts and lecturers of the training center of SMS and Nakchivan SMS and analysis of the existing training materials. On the basis of the identified needs of the training centre of the SMS, Nakhchivan SMS. The international consultant will draft a Handbook, Curriculum, Training Materials as well as auxiliary education/training materials in line with international standards that may be identified as useful at time of implementation of the activity. Once the draft Handbook, Curriculum and Training Materials are prepared, international expert will travel to Azerbaijan for a two-day workshop/meeting exercise to test the effectiveness of the developed programme and items prior to the capacity building trainings, and adapt the products where relevant in consultation with abovementioned authorities. The training programme will be available in Page 1 / 5English and Azerbaijan language and can further be promoted in other countries. The international expert will conduct a 5-day Training of Trainers (ToT) for 15 key lecturers/trainers of the SMS Centre and at least 10 officials of Nakhchivan SMS who will be further deliver peer to peer training sessions. After the completion of the ToTs, the training materials will be handed over to the SMS in Baku and Nakhchivan SMS. Through these trainings, the SMS will be equipped with expertise through trained and skilled personnel who will be able to identify and refer VoTs within the national context, will actively be involved in counter trafficking efforts. They will have an overview of the international and regional normative framework on human trafficking and migrant smuggling to develop cooperation and partnerships at national and international levels.

Core Functions / Responsibilities:

Summary of the Action

• The international consultant will work in close coordination with IOM staff and SMS officials in Baku and Nakhchivan SMS to develop the Training Programme/Handbook on Combating Human Trafficking and Migrant Smuggling, throughout the consultancy period; • The international consultant will liaise with the above mentioned state agencies and relevant government agencies to develop curriculum and training materials. The consultant will ensure that training materials are developed based on the Training Programme/Handbook and Curriculum and address to the relevant authorities’ needs;

• The international consultant and IOM, will co-lead meetings with beneficiaries during the development process of the manual, curriculum and training materials. The meetings take participatory approach to ensure feedback and inputs on the materials and thereafter, buy-in of stakeholders for institutionalization of the curriculum and training materials on counter trafficking. Training materials (texts, case studies, presentations, quizzes, check list etc.) will be developed in Azerbaijani / English and;

• The international consultant will pre-test the materials and conduct TOT for State Migration Service officials from Baku and Nakchivan

Tangible and Measurable Output of the Work Assignment

• Meet with relevant government and non-government agencies to discuss and identify the needs and priorities of the relevant officials in relation to the development of the handbook, training materials;

• Collection of the data, literature review, analysis of the concerning national legislation and international legal instruments;

• Develop Training Programme/Handbook, curriculum and training materials; • Pre-test the training materials

• Conduct five-day Training of Trainers for 15 officials of the SMS in Baku and for SMS of Nakchivan.

• Develop the first draft of Training Programme/Handbook and curriculum and to send to IOM - To be completed by 30 November 2017 - Completion of the very first draft of Training • Programme/Handbook curriculum & Discussion on draft Training Programme/Handbook and curriculum with IOM/stakeholders - To be completed by 15 December 2017 - Obtain final comments from IOM and implementing partners.

• Receipt of stakeholder’s comments on the training materials - To be completed by 31 December 2017- Comments from IOM and implementing partners.

• Final Training Programme/Handbook and curriculum - To be completed by 31 January 2018 - Delivery of the completed Training Programme/Handbook and curriculum.

• Conduct Training of Trainers sessions based on the training materials - To be completed by 28 February 2018 - Delivery of training sessions.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience on immigration.

Experience

• Knowledge and experience on immigration and border management with focus on counter human trafficking and migrant smuggling;

• Strong analytical and writing skills to develop counter trafficking training materials for government officials related to immigration issues and relevant government agencies based on international law;

• Experience in capacity building trainings for government officials on counter trafficking and migrant smuggling issues with focus on immigration and border management ; • Ability and experience in liaising with government authorities as well as with international Institutions;

• Sound knowledge on international and internal migration issues in Azerbaijan, the sub-region and related issues;

Page 3 / 5• Fluency in English is required. Working knowledge of Russian, Azerbaijani or Turkish is an advantage.
