RESOURCE MOBILIZATION OFFICER

Under the overall authority of the Assistant Director-General for Natural Science (ADG/SC), and the direct supervision of the Chief of Executive Office, SC/EO, the incumbent will be responsible for the development and implementation of the resource mobilisation (RM) strategy and the RM Action Plan for the Natural Sciences Sector. S/he will be in charge of developing a partnership strategy for the Sector and contribute to the preparation of relevant documents for UNESCO’s governing bodies (Executive Board and General Conference). S/he will be responsible for developing outreach strategies to contribute to UNESCO's global objectives and to ensure the highest quality of SC’s extrabudgetary project proposals and reporting. The incumbent will perform the following essential tasks\:

  • Develop, manage and implement the RM strategy for the Natural Sciences Sector, and contribute to the update of the overall RM strategy of UNESCO, in collaboration with the Bureau of Strategic Planning. Contribute to the preparation and management of the integrated budget including the funding gap, and ensure dialogue with the relevant services for a joint fund-raising exercise to reach the approved budget.
  • Advise and seek contributions from Sector’s Divisions, Field Offices and Institutes and coordinate joint efforts to mobilise resources, map interests of potential donors, initiate contact with new and emerging partners (governments, foundations, private sector, civil society, inter-governmental organizations) to explore funding opportunities and develop partnerships in line with defined priorities of UNESCO.
  • Promote partnership with the European Union, the UN common system and Multilateral Development Banks. Assist in the negotiations of funding agreements and project proposals and maintain effective working relationships with key stakeholders throughout the project cycle, including  support implementation, facilitate monitoring and evaluation, compliance issues and ensure submission of high quality reports, as required.
  • Serve as focal point for extrabudgetary resourcing issues, oversee the preparation of donor proposals, ensuring their completeness, adequacy and quality, and in consultation with Sector’s Divisions, provide quality control for progress and final reports to Donors.
  • Provide strategic advice and policy recommendations in order develop partnerships and mobilize resources and enable high performance. Facilitate capacity development efforts to support SC staff with regard to RM and SC partnerships through policy development and delivery of training as required.
  • Build, nurture and maintain effective internal and external working relations, including with identified donor prospects, major funding agencies, Field Offices, Central Services, and other UNESCO networks to influence positively donor countries and decision-making processes, and explore alternative funding mechanisms.
  • Develop and implement innovative outreach strategies; oversee the implementation of the Sector’s Communication Strategy to ensure that the Sector’s work achieves the impact necessary to accomplish Sector’s missions and objectives; lead the development of fundraising tools (kits, communication tools).

Education

  • Advanced university degree (Master’s or equivalent) in natural sciences and/or in business management, economics, political sciences, international relations, communication or marketing. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of 7 years of progressively responsible professional experience in Resources Mobilization, sponsorship, project management, of which at least 3 years acquired at the international level.
  • Experience in dealing with development assistance and donor relations, including a good track record in fund-raising.
  • Experience in partnership building with intergovernmental organizations, expert groups, the private sector, civil society and/or NGOs.

Skills/Competencies

  • Familiarity with UNESCO’s programmes and priorities in the field of Natural Sciences.
  • Knowledge of international development financing.
  • Excellent organizational and coordination skills, with ability to establish and follow plans and priorities.
  • Excellent oral and written communication skills, with proven ability to prepare and draft high quality documents and reports.
  • Ability to represent the Organization competently and convincingly.
  • Excellent negotiations skills and advocacy. 
  • Sound judgement and decision-making skills.
  • Good IT skills, including knowledge of standard office software.

Languages

  • Excellent/very good knowledge of English or French and good/fair knowledge of the other language.

  • Experience in Public Relations.
  • Experience in strategic planning.

Languages

  • Working knowledge of other official UNESCO language (Arabic, Chinese, Russian or Spanish).
