The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The NRC Somalia/Somaliland Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission. Operations in the region began in Somali land in 2004, expanded to Puntland in 2006, South Central Somalia and Kenya in 2007. Prioritized activities focus on Shelter, WASH, Education, Food Security,Protection and Information, Counselling and Legal Assistance (ICLA).

To assist in the planning, implementation, monitoring and documentation of the Shelter Project activities

Job description

Generic Responsibilities

Adhere to NRC policies, tools, handbooks and guidelines
Assist with the implementation of Shelter project to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Promote and share ideas for improvement of the Shelter function


Specific Responsibilities

Participate in planning for project implementation including technical activity, financial and procurement planning
Assist in field information and data collection to inform Project design and planning
Assist in the preparation of contract documents for execution of approved shelter construction projects
Prepare timely Verification/Completion Certificates for all properly completed construction projects to facilitate proper and prompt payment to the contractors
Prepare timely requisition of materials from Stores
Keep track of the stock levels of Shelter related materials and items and follow up on project supplies
Cost, requisition and administer Working Advances, including construction teams' payments, field-based resource person’s payments and activity participants’ payments in compliance with NRC policy
Prepare and follow up Payment Requests for partners, contractors and suppliers
In liaison with the Administration and Logistics departments make necessary arrangements for Shelter related staff travels, workshops, trainings, meetings, etc
Maintain a proper Shelter Project documents filing, retrieval and archiving system
Assist in the preparation of Shelter Project reports/updates for the ongoing project activities.

Qualifications

Ordinary National Diploma in Business Administration, Social Science or other relevant discipline
National Certificate or equivalent level of Project Management training.

Relevant Experience

Minimum of 2 years’ relevant experience
Experience in a Humanitarian field context a strong added advantage.
