NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The NRC Somalia/Somaliland Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission. Operations in the region began in Somali land in 2004, expanded to Puntland in 2006, South Central Somalia and Kenya in 2007. Prioritized activities focus on Shelter, WASH, Education, Food Security,Protection and Information, Counselling and Legal Assistance (ICLA).
the purpose o this position is:
To ensure that construction work is carried out in conformity to the required technical, work quality, time schedule and labor practice specification in accordance with NRC norms and standards.

Job description

Conduct needs assessments for effective planning and implementation
Participate in preparation of tender and contract documents for the projects including Drawings, Bills of Quantities, and Request for Quotations, etc.
Assist in preparation and distribution of tender documents for construction
Supervise NRC’s ongoing construction projects on assigned site.
Ensure adherence to the set standards at the construction sites, including those for safety, materials security and human respect
Ensure that the construction work is completed in good time and that the set budget is adhered to
Provide inputs to the design and implementation of the project information gathering tool and project activity manuals.
Participate in identifying, designing and implementing necessary awareness raising activities, work sessions and trainings to the local communities and organisations
Ensure that provision of temporary shelter, emergency response or other activities are implemented in accordance with NRC norms and standard.
Compile construction progress reports, identifying gaps and bottlenecks that can obstruct proper implementation of activities.

Qualifications

Diploma in Structural/ Civil Engineering, Quantity Surveying or any other relevant education

Relevant Experience
Minimum of 3 years of relevant experience
Proficiency in MS Office software (especially Word and Excel
