1. Background

The Kosovo institutions are ready to move forward with the localization or nationalization of the Sustainable Development Goals (SDG). With support of the UNICEF and the UNKT the SDG indicators’ framework has been aligned with the roadmap for the implementation of the National Development Strategy (NDS) (2016-2021). As a custodian for 10 SDGs indicators and co-custodian for additional 7 indicators, UNICEF will support institutions to generate, analyze and use data for these indicators for Policy dialogue and advice in the sectors of health, education, justice and labor and welfare.

2. Purpose of Assignment                        

The aim of this assignment is to provide Kosovo Agency of Statistics with quality technical assistance to strengthen data management system for SDGs and to improve the existing reporting system on TransMonee. 

The main tasks or assignments of the consultant are:

• Align the SDG indicators related to children with  sector-specific  indicators framework and other national strategic documents for  education, health, justice and labor and social welfare 
• Provide technical assistance to KAS to strengthen the coordination and harmonization of social statistics (education, welfare statistics, health statistics, and Justice for Children statistics) and population statistics;
• Assist KAS in periodic  update of the TransMonEE database  and contribute to the mapping of data for SDGs in Kosovo
• Assist KAS and OGG in the development of national capacities for monitoring of the child rights through  the process of the report card on CRM 
• Support MLSW on development of the National Indicator Framework on Social Welfare and Child Protection as part of the CRM indicators framework
• Respond promptly to ad-hoc needs and issues as they arise and after consultation with the UNICEF Child Rights Monitoring Specialist.

3. Deliverables:

1. Data for SDG are aligned with CRM sector-specific indictors frameworks at national level
2. Mapping of the data for SDGs
3. TransMonee dataset updated and Country TransMonee Report developed as per RO requirements

4. Monthly progress report 

4. Estimated duration of contract:

    The estimated duration of the contract is 11 months, starting from 1st September 2017.
