This appointment shall not be subject to any extension beyond the maximum tour of service. The incumbent shall not be eligible for any other position in the IAEA.

 

Organizational Setting

The Director General's Office for Coordination (DGOC) provides leadership and coordination for all IAEA activities at the executive level for meeting Member States' needs, and achieving a one-house approach and a results-based management.

Main Purpose

Reporting to the Director General, the Chief of Ethics champions the ethics function and ensures that all staff and personnel other than staff members observe and perform their functions in accordance with the highest standards of integrity.


Role

The role of the Chief of Ethics, who shall have the independence required for the effective discharge of her/his responsibilities, is to ensure that staff and personnel other than staff members observe and perform their functions with the highest standards of integrity through fostering a culture of ethics, transparency and accountability. The Chief of Ethics plays the roles of (1) a dynamic leader and role model, ensuring that the IAEA’s ethics framework is developed and implemented at the highest level of integrity; and (2) an expert, providing advice and support to management and staff and personnel other than staff members in the ongoing strengthening and execution of the existing ethics framework and the observance of the ethics standards.


Functions / Key Results Expected

In assisting the Director General to ensure that all staff and personnel other than staff members observe and perform their functions consistent with the highest standards of integrity required by the Standards of Conduct for the International Civil Service and related internal regulations and rules through fostering a culture of ethics, transparency and accountability, the Chief of Ethics will, in an independent manner, perform the following key responsibilities\:

• Formulation of framework\: Ensure the review, development and implementation of effective framework, including regulations, rules, procedures and practices on ethical issues fostering a culture of ethics, transparency and accountability, enhancing integrity, compliance and ethical conduct in the IAEA in line with the ethical standards set forth in the Standards of Conduct of International Civil Service Cooperate with the relevant internal counterparts in the review and revision of existing framework, including regulations, rules, procedures and practices related to ethical issues.

• Advocacy and training\: Ensure knowledge management and sharing in order to promote ethics awareness, develop ethics and compliance tools and training programmes, and deliver such training, including information sessions, workshops and briefings, aimed at increasing awareness on ethical issues, in collaboration with the relevant internal counterparts.

• Prevention and outreach\: Act as the focal point for promotion and fostering of ethical values and for raising awareness within the IAEA on ethical standards and expected behaviours, in close cooperation with the Office of Internal Oversight Services, the Office of Legal Affairs and the Division for Human Resources.

• Advice to Management\: Provide advice to the Director General and management on embedding ethical considerations in the IAEA’s regulations, rules, policies, procedures and practices to ensure that they reinforce and promote the highest standard of integrity. Report regularly to the Director General on ethical issues of concern.

• Advice to staff and personnel other than staff members\: Provide confidential expert advice and guidance on ethics standards and on specific regulations, rules, procedures and practices, making certain that the ethical standards are clearly understood.

• Protection against retaliation\: Undertake the responsibilities related to the protection of staff and personnel other than staff members against retaliation for reporting misconduct.

• Financial and Conflict of Interest Disclosure\: Administer, review, and enhance the IAEA’s financial and conflict of interest disclosure programme.

• Representation\: Serve as a liaison with the UN System-wide Ethics Network and related external organizations and attend international meetings on ethical issues. Keep abreast of new developments and best practices in ethics and compliance programmes in order to ensure a continual enhancement of the IAEA’s ethics standards and tools.

Qualifications, Experience and Language skills

 

  • Master's Degree - Advanced university degree in law, social sciences (e.g. psychology, labour relations, sociology), philosophy, public policy or administration, corporate ethics or a related field.
  • Minimum of 10 years of progressively responsible and relevant professional experience in ethics functions including in the areas of administration, management and oversight with international organizations, national governments or private entities.
  • Thorough knowledge of ethics principles, management and best practices as well as procedures and operations.
  • Proven ability to be a collaborative leader and creative problem solver who has demonstrated success as in helping create a sustainable ethical environment.
  • Experience and/or Knowledge of the ethics function of the UN or other international organizations is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84721 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 40412, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
