The purpose of this consultancy is to develop global guidance for sanitation programming for country offices. Specifically, this consultancy will develop guidance for reaching vulnerable and disadvantaged populations with sustainable sanitation solutions.

Background & Rationale

UNICEF’s overall objective in Water, Sanitation and Hygiene (WASH) is to contribute to the realisation of children’s rights to survival, growth and development through support to programmes that increase equitable and sustainable use of safe drinking water, basic sanitation, and promote improved hygiene.

During the course of UNICEF’s Strategic Plan 2014-2017, UNICEF seeks to further improve its global WASH programme in five key areas such that: 

  1. Our programming is recognised as the benchmark of best practice
  2. Our programmes achieve scale and transformational change
  3. We demonstrate outcomes across sectors and corporate agendas
  4. We provide leadership in responding to emergencies
  5. We make the best use of our global network of knowledge & expertise

The call to ending open defecation carries over to the SDG period and remains a core commitment in the UNICEF WASH Strategy 2016-230.  Under the new Strategic Plan, countries with high burdens of open defecation were identified and targeted for support.   This consultancy’s primarily relates global guidance on programming against the SP 2014-2017 and strategically bring in the links to the new strategic plan and the game plan to end open defecation.   

Community Approaches to Total Sanitation have accelerated sanitation coverage in with more than 50 million people living in Open Defecation Free communities, however, equity and inclusion remains to be a key challenge to achieving sustained universal sanitation coverage.  Identifying the contexts that require shifts in the standard programming designs   

Purpose

The purpose of this consultancy is to develop global guidance for sanitation programming for country offices. Specifically, this consultancy will develop guidance for reaching vulnerable and disadvantaged populations with sustainable sanitation solutions. 

Expected results: (measurable results)

Under the supervision of the WASH specialist, the consultant will:

  1. Conduct a review of sanitation approaches that aim to reach vulnerable and disadvantaged populations (10 days)
    1. Conduct desk review of country programme documents (i.e. policies, proposals, plans, strategies, monitoring data, evaluations and reports)
    2. The report should include:
  2. Background of the evidence of what works and what still needs to be tested
  1. 2-pager descriptions of examples from the field  (n=3)
  2.  
  1. Based on the review, develop guidance on how to integrate equity and inclusion approaches in current sanitation programmes.  Specifically, looking at CATS programming and how to improve conversion rates. 
    1. The guidance should include:
  2. Systematic mapping of areas that need improvement across the programme cycle.  (Situation analysis, planning, implementation, monitoring and evaluation.)
  1. Recommendations to improve quality of existing interventions as well innovations that may not currently fall into the current programme designs
  2. Evaluation framework for testing the guidance
    1. Recommend a set of countries that would be appropriate for testing the approaches
  3. Gather feedback from WASH Section team, Regional WASH Advisors, key WASH Section Chiefs/CO staff and partners.
  1. Liaise with the Senior Adviser on Knowledge Management to ensure quality assurance measures are compliant to WASH section guidance on knowledge products with final approval by the Senior Advisor, Sanitation & Hygiene
  2. Incorporate feedback into final draft of the guidance and review final review copy edited version of the guidance. 

Duty Station

The consultant can be based in any location having good internet access but will be expected to travel to UNICEF HQ in New York, Country or Regional Offices on an as needed basis.

Key competences, technical background, and experience required Deadline

  • Advanced University degree in engineering, public health, economics, or social sciences
  • At least 10 experience in programme strategy development and evaluations for sanitation programmes. 
  • Knowledge in CATS, CLTS, San Mark, HH sanitation financing required. 
  • Experience with developing programme guidance and/or training materials
  • Strong knowledge of community approaches to sanitation programming preferred
  • Minimum of 15 years of experience in WASH sector and/or public health
  • Strong writing skills essential
  • Experience of working cross-culturally in development required
  • Good inter-personal and communication skills 
  • Understanding of the work of the UN, and UNICEF would be an advantage.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
