As early as 2016, Tunisia launched an ambitious reform in the education sector. Reform of the education system is seen as an essential component of the national strategy for economic and social development. The national debate on educational reform launched in April 2015 and which lasted for a whole year resulted in the publication of a white paper synthesizing the results of the debate and the main lines of the reform. In addition, this work served as the basis for the development of the strategic plan for the education sector for the period 2016-2020. The Sector Five Year Plan (2016-2020) is divided into 9 strategic objectives for reforming the education system: (i) Achieving the principle of equity and equal opportunities, (ii) Revision of the school map, (iii) ) Development of human resources skills, (iv) Development of learning outcomes and improvement of quality of learning, (v) Development of school life, (vi) Restructuring of preparatory and secondary education, (vii) (Viii) Development of the integration of information and communication technologies in teaching, learning, leadership and administration, (ix) Implementation of the principles of Good governance in the education system.

Context/Background

To support this reform, the UNICEF country office has mobilized external resources in three main areas: (i) support for reform, (ii) early childhood development and (iii) the fight against school dropouts and out of school children, accompanied by an approach to the development of life skills. To this end, UNICEF has received significant support of bilateral and multilateral donors and is expected to receive further funding in the near future.

 

Objectives

The objective of this function is to enable the education section of the UNICEF Tunisia country office to meet its resource mobilization and reporting obligations to produce quality level donor reports, quality donor proposals, briefing materials, human interest stories, as well as other information products as required.

Main Responsibilities and Tasks

Under the supervision of the Chief of the Education Section of the UNICEF office in Tunisia, the Reports Officers is responsible for the following activities:

  • Update and mainstream information on all donors’ proposals and donor reporting requirements.  Ensure the Chief of Education and Programme Specialists/Officers are updated on these requirements and follow-up as required. This includes preparing a monitoring reporting schedule/calendar for donor reporting and provide updates
  • Ensure timely and accurate preparation of donors’ reports. This includes the gathering of information from the Programme colleagues, consolidation, editing and production of interim and final reports as well preparing these reports for management review/clearance as per country office standard operating procedures.
  • Support the Education section to prepare and consolidate their contribution to the country office annual report.
  • Under the guidance/supervision of the Education Section Chief (in collaboration with the Deputy Representative and Representative), develop and prepare fundraising/donor proposals on Education for UNICEF Tunisia country office in line with overall fundraising strategy. This includes coordination with programme colleagues, gathering, compiling and consolidating information as well as writing/editing proposals and preparing proposals for management review/clearance as per country office standard operating procedures.
  • Write, produce and edit human interest stories for dissemination including for donor reporting requirements as well as  social or web based media
  • Prepare briefing notes, talking points and other briefing materials on education for the Chief of Education and/or country office management (Deputy Representative, Representative)
  • Prepare and develop UNICEF education factsheets and other related information products  and be responsible for their maintenance/ updating
  • Other tasks as assigned

     

Minimum Qualifications

  • Advanced University degree in Social Sciences, Education, International Relations, International Development, Communication or a related field
  • A first University  Degree with a relevant combination of academic qualifications and work experience may be accepted
  • 2-3 years progressively responsible professional work experience including with international organizations, UN Agencies, NGOs or private sector.   Proven/Demonstrable experience in proposal writing/fundraising and donor reporting.
  • Fluency in English (written and verbal) and ability to work in French
  • Strong knowledge and experience using MS Office (Word, Excel, PowerPoint), and other software.  Familiarity with Infographic software an asset.
  • Familiarity with rights based programming
  • Familiarity with UNICEF/UN an asset
