NRC in Jordan

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

Role Specific Information

The overall objective of the NRC Jordan Youth Programme is to ensure that Youth become and remain active and engaged members of their communities, while employing a Do No Harm lens in terms of programme assessment and implementation.

NRC launched a community based youth programme for Syrian refugees and vulnerable Jordanians in Irbid Governorate in March 2017.  A Youth Team Leader is required to support the start-up and implementation of the employability components of the Youth Programme. 

This Youth Team Leader position is focused on youth training activities linked to access to employment, including vocational training, entrepreneurship start-up and partnership with employers to connect youth to the job market.

The Youth Team Leader is responsible for implementation of activities, staff management, field-level reporting, and liaising with stakeholders.  

 

Generic responsibilities:

  • Provides direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team members’ performance.
  • Supports assigned staff in their professional development, identifies training needs, supports staff to achieve the objectives defined in their learning development plans.
  • Monitors the progress of the team activities and ensures they are implemented conform planning, quality standards, budget and (donor) guidelines.
  • Develops with the assigned team activity plans.
  • Ensures compliance with NRC policies CC tools, handbooks and guidelines.
  • Ensures that projects’ activities target the needs of beneficiaries, explores and asses new and better ways to meet their needs.
  • Identifies, analyses and evaluate key processes and gaps in the implementation of the team activities and make recommendations for improvement. 

Specific responsibilities:

  • Develops monthly activity workplan of start-up livelihoods and employability components of the Youth Programme
  • Supervision of implementation of livelihoods and employability components of the Youth Programme, including use of monthly work and activity plan.
  • Identifies capacity building needs through HR processes. Advises Coordinator on capacity building needs and opportunities. Focal point for capacity building of field staff and members of partner CBOs.
  • Supports identification of potential partners, including vocational training providers, employers, local government authorities and other stakeholders, and building and maintaining partnerships.
  • Implements synergies with other NRC Core Competencies, training providers, employers, and other agencies.
  • Represents NRC at internal and external coordination as delegated by Youth Coordinator.
  • Focal point for visitors. Represents with external/internal visitors to site, donors, and partners.
  • Informs development of start-up livelihoods and employability activities of the Host Community Youth Programme, with strong basis in M&E.
  • Prepares monthly reports on programme activities. Ensures M&E correctly conducted and reported.
  • Supervises budget lines as delegated. 

Our Ideal Candidate:

We are looking for a university graduate, with a minimum of 3 years previous experience working with youth and/or livelihoods projects in a humanitarian/recovery context. Preferably with past team management and leadership experience. Someone who is able to work with different cultures, donors and beneficiaries, with previous experience working in complex and volatile contexts. Excellent skills in English and Arabic languages. 

We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
