BACKGROUND AND CONTEXT 
DRC has been operating in Kenya since 2005 and has accumulated significant knowledge and experience in supporting refugees, host communities and people who are internally displaced (IDPs) in the country. DRC began its operations in Dadaab in partnership with BPRM, UNCHR and DANIDA to help prepare refugees for ultimate return and ensure equity between refugees and the neighboring population by funding host community activities. Since 2009, DRC has been implementing activities directly in Dadaab and Fafi Sub-county, e.g. improved livelihoods, and activities related to financial service, (VSLA) and Value chain among others.  
 
With the protracted refugee situation and the recent declaration by the government of Kenya on Dadaab camp closure, development of livestock value chain offers durable solution to addressing the widespread overdependence on agency support. It is therefore imperative that humanitarian partners develop capacities of the refugees and the affected host community on practical skills training on value addition of local resources (Livestock by products) for sustainable graduation to self-reliance and dignified living standards.
 
DRC is committed to promoting sustainable livelihoods interventions and continue to invest in enterprise diversification to provide alternative income streams to both Refugees and host community. The Danish Refugee Council plan to engage a qualified consultant(s) with proven skills on installation and operation of the bar soap making machine, to install, commission the plodder machine and train a group of 10 Resource persons on the basic soap making skills and  machine maintenance.  
 
PURPOSE 
The purpose of this engagement is to train 10 resource Persons on bar soap production and machine maintenance. It’s envisaged that with skills on bar soap production, the beneficiaries will take advantage of the large refugees and host community population in Dadaab Sub County. It’s expected that the beneficiaries will be able to operate the machines with little challenges, earn income from sales of bar soap and improve the living standards of their households. 
 
KEY RESPONSIBILITIES 
Scope of Training  
The consultant(s) shall install, commission and train beneficiaries bar soap production and machine maintenance. The consultant(s) shall develop and share a training curriculum, a comprehensive training reports at the end of contract. 
 
Key tasks with list of ‘key activities’, under each responsibility. 
  • Install the bar soap processing machine 
  • Test and commission the bar soap machine. 
  • Train selected 10 beneficiaries on the following; 
  • Bar Soap production. 
  • Machine maintenance/ servicing. 
 
Methodology 
Preferably the consultant(s) should use participatory adult learning methodologies appropriate for the elderly and semi-illiterate adult learners.  
 
Key deliverables/outputs 
  • Develop a modular training curriculum based on Participatory Learning Approaches that is relevant to the target groups for production of high quality bar soaps and servicing of the machine. 
  • Provide simple step by step procedure of the plodder machine servicing/maintenance. 
  • Provide detailed list of the basic parts that require frequent replacement. (Annexed to report)  
  • The consultant(s) shall share a training reports with input from the DRC livelihoods focal person that include but not limited to the following outputs:  
  • The Training and Training Methodology  
  • Recommendation (scope and objectives) 
 
DRC’S RESPONSIBILITIES 
  • DRC shall provide facilitation fees to the consultant(s) at the rate of KES 15,000 per day for 5 working days. 
  • DRC shall reimburse travel fare at the rate of 10,000 per day for 2 days.  
  • DRC shall provide transport from DRC Dadaab compound to the training venues. 
  • DRC shall provide accommodation and meals to the consultant(s) during the training period. 
 
REPORTING ARRANGEMENTS 
The trainer(s) shall work under the direct supervision of DRC Kenya; Livelihoods Officer with technical oversight of the Team Leader Livelihoods and self-reliance. 
 
DURATION OF ASSIGNMENT 
It is proposed that the assignment will take a total of 5 working days. The consultant shall spend 2 days for Machine installation and 3 days of beneficiary training on bar soap production and machine maintenance 2 days of travel to and from Dadaab. The consultant(s) is expected to undertake all the sessions continuously in the month of September 2017.  
 
EXPECTED PROFILE OF TRAINER 
  • The successful trainer(s) should possess the following qualifications and experience: 
  • Possess minimum of form four level certificate (KCSE). 
  • Relevant certification in machine operation and maintenance, with minimum of 3years practical experience on bar soap manufacturing.  
  • Possess knowledge of the refugee operating context.  
  • Have conducted similar trainings in the recent past  
  • Must be willing to travel to the field (Dadaab Refugee Camps)  
  • Possess sound technical competence in the subject matter(bar soap production) 
 
TERMS & CONDITIONS 
  • The consultant (s) is expected to adhere to the UNHCR and DRC security guidelines  
  • The consultant(s) shall provide the above services to the highest professional and quality standards as deemed by DRC. 
  • The consultant(s) shall not assign or transfer any of the obligations or benefits of the engagement to 3rd parties without prior notification and consent of the client (DRC) in writing.  
  • The consultant(s) must possess the necessary experience, qualifications and certifications for the execution of the tasks assigned.  
  • The consultant(s) shall be solely responsible for execution of the tasks stipulated in the contract document.  
  • The consultant(s) shall have clear personnel management guidelines that are in tandem with the provisions of Labor Laws of Kenya.  
  • The consultant(s) must operate within the budget allocated and agreed upon.  
 
GENERAL 
Commitments: 
DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework (http://www.drc.dk/HAF.4265.0.html) 
 
Insurance and Liabilities:  
DRC will not provide insurance cover, and holds no legal obligations, for 2nd or 3rd party employees at any time. DRC will not be liable for any costs related to accidents, physical harm, kidnappings, medical evacuation and/or professional negligence, third party law suits or any other liabilities from entering into contract with second party or from any hosting or transporting its employees. 
Second party employees will adhere to all DRC security protocols and the DRC Code of Conduct if hosted by DRC for any activity.  
The consultant(s) shall be held liable for any damage, loss due to his/her negligence.

  3. Technical proposal that summarizes understanding of the TOR, methodology and tools to be used. 
  4. Work-plan clearly indicating the activity schedule and post training monitoring plan. 
  5. A copy of the business license. 
  6. Reference letter from the previous similar engagements.
