Logistics Assistant_GS5_TA_ Djibouti_Only for Djibouti Nationals

Under the supervision of Supply Specialist, UNICEF Yemen (Djibouti Hub), the Logistics Assistant role is responsible to assist the supervisor on the co-ordination and follow up of the Djibouti hub day-to-day operations of coordinating logistics and transportation of supplies to further destination, supply chain and storage management customs clearance for imported and exported supplies, in line with UNICEF standard Operating Procedures (SOP).

PURPOSE:

Under the supervision of Supply Specialist, UNICEF Yemen (Djibouti Hub), the Logistics Assistant role is responsible to assist the supervisor on the co-ordination and follow up of the Djibouti hub day-to-day operations of coordinating logistics and transportation of supplies to further destination, supply chain and storage management customs clearance for imported and exported supplies, in line with UNICEF standard Operating Procedures (SOP).

  

MAIN DUTIES AND RESPONSIBILITIES:

  • Assist in proper storage of UNICEF-assisted supplies & equipment at UNICEF operated warehouses or other appointed partner’ warehouses including use of stock/bin cards and registers, inventory control/management and obtaining periodic inventory reports. Organize quarterly/yearly stock count and resultant reports.
  • Assist supervisor in obtaining timely port/customs clearance and Exemption Certificates of all UNICEF-assisted programme supplies and equipment directly by UNICEF or through UNICEF appointed clearing agent/s. Liaise with respective Djibouti authorities in speedier custom clearance, ensuring supplies are cleared within a month and proactive follow-ups where delays occur.
  • Follow up and monitor UNICEF outstanding shipments and shipping documents/Good Receipts/claim documentation and for unshipped POs item and do necessary follow-up for corrective actions to ensure timely receipt of the shipments.
  • Assist supervisor to monitor information on expected arrival of UNICEF programme consignments to Djibouti, and follow-up regularly with supply division, regional office and counterpart on all shipping related matters including timely receipt of shipping documents and arrival/clearance of all consignments.
  • Assist supervisor in arranging timely delivery of supplies from ports/airport to warehouse through service providers as appropriate.
  • Maintain up to date records of all shipping, warehouse and movement of supplies including Good Receipts and waybills, and figure, compile and register any discrepancies to ensure corrective actions on the goods received and insurance claims etc.
  • Exemption Certificates, Assist the supervisor in administration tasks, undertaking any logistics related management efforts as a result of emergency situation or other programmatic needs.
  • Assist supervisor in logistics planning and in implementation of Logistics procedures and bench marking.
  • Assist in checking and verifying all invoices for logistics services against service requests made for Djibouti hub, draft payment requests and submit to the supervisor for certification, and follow-up for payment, summarize and maintain systematic records.
  • Undertake any other tasks as required by supervisor within the skills and experience of the logistics assistant.

MINIMUM QUALIFICATIONS:

Education:

  • Completion of secondary education, preferably supplemented by technical or university courses in related field.

Experience:

  • Five years of progressively responsible clerical or administrative work, of which at least two year is closely related to work experience in supply/logistics work at the national and international levels.
  • Good skills in filing, organizing documents and workplace is an asset
  • Experiences in working with the government counterparts or international relief, emergency or development agencies would be an asset
  • Successful experience in supply chain management including, transport and distribution.
  • Successful experience of monitoring, disseminating and sharing security information with a range of stakeholders.
  • Experience of establishing strong working relationships with colleagues from different functions and cultures
  • Experience of a flexible approach to managing and prioritising a high workload  and multiple tasks in a fast paced environment with tight deadlines
  • Confident and proficient in the use of MS Office and Excel. 

Language:

  • Very good working knowledge of French, English and Arabic.
