Under the general guidance of the Chief Field Services based in Dhaka responsible for the planning, implementation, monitoring and evaluation of a range of emergency programme/projects to ensure the protection and preservation of the well-being of children and mothers with a focus on the UN Joint Response Plan to the Rohingya Refugee Population including adequate support to UNICEF led clusters and fund-raising for emergency and preparedness activities.

How can you make a difference?

  • Under the general guidance of the Chief Field Services based in Dhaka responsible for the planning, implementation, monitoring and evaluation of a range of emergency programme/projects to ensure the protection and preservation of the well-being of children and mothers with a focus on the UN Joint Response Plan to the Rohingya Refugee Population including adequate support to UNICEF led clusters and fund-raising for emergency and preparedness activities.

Summary of key functions/accountabilities:

  1. Provides effective leadership for the conduct of the UNICEF response to the Rohingya refugees; implement and increase quality of already defined activities and provide necessary analysis for programme expansion to ensure full coverage of needs:  
  • Arranges emergency preparedness effectively in line with country contingency plans and early warning mechanisms.
  • When necessary, conducts needs assessments to determine priorities and appropriate interventions by UNICEF based on the local emergency situation affecting the Rohingya children, their families as well as the host community.

2. Manages the team on the ground and provide the necessary support and technical guidance to ensure rapid implementation of activities aimed at responding to urgent needs as well as at building the resilience of individuals and systems:

  • Prepares programme work plans as required based on assessed needs and already identified areas of intervention in national plans. Using a convergence approach, develops emergency plans of action and ensures that compliance and coordination of all sectors with the plans are implemented.
  • Respecting the “Do no harm” principle, ensures that rights based and results based programming approach is fully incorporated into all phases of programme and projects processes
  • Ensures that programme funds are timely disbursed and optimally used as per agreements with implementing partners. Prepares emergency appeals and project proposals and ensures that concerted efforts are put forward to mobilize donor response and recovery/rehabilitation-related funding
  • Identifies critical intervention points and measures by the administration of a consistent and transparent monitoring system; ensures that the HPM system is regularly updated and maintained, and the quality of data continuously improved.

3. Establishes programme work places, monitor compliance and provides necessary trainings, supports and guides the programme team in order to meet objectives. Identifies HR requirements and ongoing staff development needs. Implements/manages or ensures that various HACT activities including programme visits and spot checks are conducted as appropriate.

 4. Achieves and maintains effective partnerships and collaboration for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking:

  • Ensures that commitment and institutional capacities of the national and local partners (both Govt and NGOs) are effectively gained and established
  • Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies in support of the special needs of children and women affected by emergency situations.

5. Underpinned by the principles of the cluster approach, ensures that sectors under the leadership of UNICEF will monitor and respond to the needs of a unified targeted group that encompasses Registered Refugees, Rohingya/UMN and Host Communities as all mandated and operational actors will assume their responsibilities and functions under this approach ensuring a coherent and inclusive approach.

6. Prepares relevant programme reports required for management, donors, budget reviews, programme analysis, annual reports, etc. Makes full use of Organizational performance management systems including inSight and other tools to manage the office.

To qualify as a/an [champion or advocate] for every child you will have…

  • Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.

Experience: Eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.

  •  Developing country work experience.

 Specialized training/experience in emergency response management highly desirable. Developing country work experience and/or familiarity with emergency is considered an asset.

Language: Fluency in English and a second UN language; Local working language of the duty station an asset.
