Background

Under the overall guidance of the Representative of the United Nations Office of the High Commissioner for Human Rights in Cambodia and direct supervision of the Head of the Prison Reform Support Programme (PRSP) Unit, the incumbent will contribute to the implementation of OHCHR work plan on prison reform support programme in Cambodia.  
 
The Programme Associate works in close collaboration with other Units as required, especially the Rule of Law Unit, to exchange information and support programme delivery. 

Duties and Responsibilities

Summary of key functions:
The Programme Associate contributes to the implementation of the four components of the Prison Reform Support Programme, namely: legal analysis and advice on prison issues from a human rights perspective; support to the establishment of a national prison staff training system; monitoring and reporting on prison conditions and the treatment of prisoners; and the provision of material and other assistance to help implementing programme recommendations. The Programme Associate will perform the following key functions:
  • Provide support on the monitoring and analysis of legislation (including draft legislation), policies and practices that impact on human rights in prison;
  • Provide support in the monitoring work and protection of individual cases;
  • Contribute to the prison capacity building and development; 
  • Contribute to the successful implementation of the Unit work plan and office work. 
1. Provide support on the monitoring and analysis of legislation (including draft legislation), policies and practices that impact on human rights in prison:
  • Support the Head of Unit in the review of legislation (including secondary legislation), policies and practices from a human rights perspective, help with basic research and summaries of findings as appropriate, and provide inputs on recommended changes;
  • Assist the Head of Unit to identify, develop and implement protection responses and advocacy efforts, to improve the level of respect for human rights in prisons.
2. Provide support in the monitoring work and protection of individual cases:
  • Support the Head of Unit in conducting confidential interviews with prison authorities, staff, prisoners, families, and others as appropriate, and provide inputs to Office reports and notes;
  • Conduct visits to places of detention to collect/verify information, interview detainees and authorities, and report to the Head of Unit on the findings;
  • Work closely with prison registry officers to keep statistics updated and properly reported;
  • Contribute to the building of capacities of domestic detention monitors, and the delivery of relevant training activities; 
  • Follow up on individual cases of prisoners requiring assistance as necessary, and record such work in the office database;
  • Collect information relating to detention and prisons;
  • Prepare written input to reports, including assistance with translation from English to Khmer and vice versa. 
3. Contribute to the prison capacity building and development: 
  • Contribute to the design, preparation and delivery of the capacity-building and dissemination of activities in the Unit;
  • Support the design, preparation and organization of programme meetings, workshops and conferences;
  • Contribute to foster and maintain good working relations with core prison staff, trainers, prison authorities, relevant institutions, civil society organizations, and other actors in the prison sector;
  • Liaise with programme partners to exchange information, analyze situations, help programme implementation and facilitate coordination of action among the different actors;
  • Contribute to the improvement of prison conditions and treatment of prisoners in Cambodia, including material support.
4. Contribute to the successful implementation of the Unit work plan and office work:
  • Work closely with colleagues from other units as relevant to ensure smooth coordination; 
  • When necessary, assist with interpretation and translation between English and Khmer; 
  • Contribute to and promote the work of the United Nations human rights mechanisms;
  • Contribute to the fulfillment of the reporting requirements of the Unit, including individual cases; 
  • Organize, attend and report on the results of meetings and activities;
  • Maintain unit records and files so that they are accessible and well organized.

IV. Impact of Results 

The key results have an impact on the success of the OHCHR Prison Reform Support Programme Unit work plan within specific areas of cooperation. In particular, the key results have an impact on the quality of the support provided to the governmental and non-governmental partners toward the achievement of prison reform, the sustainability of strategic partnerships, the ongoing development of an advocacy strategy for prison reform, the protection response of the Office, and the strengthening of domestic capacities for detention monitoring.

Required Skills and Experience

Education:

  • Secondary Education with specialized certification in law, political and social science. University Degree in law, political and social science or related fields would be desirable but is not a requirement.

Experience:

  • At least 6 years of relevant experience working in the area of human rights and/or law; 
  • Experience working on criminal justice or prison issues is preferable;
  • Good computer skills using MS Office applications, knowledge and practice of Khmer Unicode and database; 
  • Readiness to undertake travel throughout the country as needed;
  • Respect of confidentiality, discretion and integrity.
Language:
  • Fluency in English and Khmer (both spoken and written).
