Organizational Setting
The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEAâs technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.
The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.
The Finance and Information Management Section (TCFIMS) is responsible for the development, standardization and consistent application of implementation tools, processes and agreements; for the efficient use of programme funds through budgeting and financial monitoring; for providing supporting information, data and statistics; and for the development and enhancement of information technology support systems including communication systems.
Main Purpose
Reporting to the Unit Head and working as part of the finance team, the Project Finance Associate has a high level understanding and operational experience with both the tools and the methods of project Work Breakdown Structures (WBS) and Logical Framework Approaches (LFA) as necessary for comprehending the interrelationships they have on financial reporting. He/she manages complex financial processes and monitors the movement of funds relating to the TC programme ensuring completeness and accuracy of financial data; provides numerous financial reports including several of a non-routine nature. Working with minimal supervision, the Project Finance Associate acts as the Departmental focal point for staff related to structure of projects and must have the ability to clearly articulate advice and instruction in both formal and one-on-one training environments.

Substantially contribute to TC specific project design and conduct of OBIEE training workshops for TC staff, together with other Departmental lead to facilitate creation of learning material, incorporation of lessons learned and continuous improvement in the learning material

Act as TCFIMS focal point for all potential data requests and data issues to be sourced from Oracle and TC systems ensuring consistent, accurate and timely provision of data.

Monitor TC project structure and programme financial performance for TC projects portfolio to ensure reportability.

Develop the capacity of TC Regional Divisions and PACT to interpret implementation data using OBIEE PPM dashboard and reports available in TC systems.

Work in conjunction with AIPS Support Unit and TC business owners to establish effective and efficient OBIEE reports and dashboard requirements, actively participate in testing of new solutions and reporting enhancements, proposing optimization of workflows and reporting solutions for the Department.

Act as Departmental focal point to provide expert advice to Programme Management Officers (PMOs) on the project structure needed to accommodate specific reporting requirements and to facilitate effective project management.

Prepare and present ongoing training events to PMOs on the creation of WBS elements in Oracle based on the LFM used in designing TC projects. This training will have regularly scheduled group event and include more detailed one-onone training with PMOs.

Qualifications, Experience and Language skills

Completed secondary education.

University degree, university level education and/or courses in financial management, accounting an asset.

Minimum of seven years of relevant experience in financial management and reporting preferably related to technical assistance programmes/projects.

Demonstrated experience with the Oracle PPM (project and programme management) module, its structure and how to modify and add task structure elements

Demonstrated experience with the relationships between project structure, either WBS or LFM and how financial report is impacted and can be simplified by its appropriate use.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

English language test (level 2) and typing test (level 2) to IAEA standard.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 57910 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance
Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
