Background

The United Nations has supported elections in Sierra Leone since the Lomé peace accord. In the run, up to the next elections for President, Parliament and Local Councils, UNDP has prepared an electoral assistance project, the ‘Support to the National Electoral Commission 2016-2018’ project (‘SNEC’). This is a high-pressure time-sensitive multi-donor project providing support to Sierra Leone in the delivery of elections that are expected in early 2018.

The National Electoral Commission use information and communication technology in a variety of tasks, and requires support from SNEC to effectively design, develop and implement ICT solutions.

 


Duties and Responsibilities

  • Serve as the key IT advisor to the NEC, support the design, implementation and evaluation of all IT-related activities, and provide advice and support to the electoral assistance project on all IT related issues;
  • Assist NEC to assess information technology requirements with reference to results management;
  • Assist NEC counterpart(s) in the design, implementation and monitoring of results management IT;
  • Ensure transfer of skills to NEC counterparts through the delivery of appropriate training and implementation of other knowledge transfer strategies;
  • Improve NEC’s ability to define software needs, develop software specifications and undertake software quality assurance and acceptance procedures;
  • Advise NEC on the preparation of concepts of operation and the integration of information technology systems into the electoral process;
  • Advise the Commission on procurement of IT products;
  • If so required by the senior management, oversee any IT developers or contractors hired by SNEC to assist NEC; and
  • Perform other tasks, duties and responsibilities required for the successful implementation of the project.

  • The post requires considerable cultural and political sensitivity and an ability to meet deadlines;
  • Team and partnership building: Working in teams and empowering Commission to create an enabling gender equality environment on non-hierarchical bases.

 


Required Skills and Experience

Education:

  • An advanced degree (Masters) in Computer Science, Information Systems, Software Engineering, or related discipline;
  • A Bachelor’s degree may be accepted with significant relevant experience.

Experience:

  • 5 years or more of functionally-related professional experience;
  • In depth knowledge to design, develop, test, analyse, and debug customized C# applications and large MS SQL Databases;
  • Work experience in post-conflict contexts is desirable.

Language Requirement:

  • Excellent written and oral communication skills in English.
