Who are we? 
 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq. 
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations. 
 
About the job 
 
In collaboration with UNDP, responsible for all roles and responsibilities as the NGO co-coordinator for the Emergency Livelihoods National cluster. Responsible for technical support to and implementation of DRC’s cash and livelihoods response strategy and activities in Iraq in close coordination with relevant DRC staff, and contribute to the coherence of different interventions being planned in new emergency areas. Contribute on behalf of DRC as the focal point to National level cash and livelihoods based response initiatives, including the Iraq Cash Consortium, the Cash Working Group, and the Early Recovery Working Group. Contribute to the fulfilment of the aims and objectives of DRC’s presence in Iraq. 
 
Duties and Responsibilities 
 
Emergency Livelihoods Cluster/ Sector Co-Coordinator (30%) (see Annex A below) 
• With UNDP, as the lead coordinating agency, responsible for the overall implementation of the cluster coordination role in accordance with IASC guidelines on cluster leadership and accountability. 
• Provide support to the management of the Emergency Livelihoods cluster (EL) to coordinate the humanitarian response to the needs of the conflict and displacement affected population. 
• Provide support in the development of EL Cluster strategies as per the needs of the humanitarian response and assist partners in their implementation. 
• Advise partners in the development of proposals for the Iraq Humanitarian Pooled Fund and coordinate the Strategic Review Team for the revision of EL Cluster partners’ proposals. 
• Coordinate Cluster Task Force Groups and assist in the development of guidelines and SOPs for the implementation of Livelihoods programming.  
 
Cash/ Voucher and Livelihoods Programs - (70%) 
• Under the supervision of the Head of Programs, responsible for harmonization of livelihoods and cash / voucher program tools, guidelines and strategy country wide as well as for providing technical support to cash and livelihoods programs countrywide. 
• Lead in the development of Livelihoods and cash programming country strategy, related project proposals, donor communication and reporting. 
• Provide direct technical line support to the field based Livelihoods and Cash project managers. 
• Undertake regular field/onsite visits to ensure technical support to livelihood and cash staff and proper monitoring of the activities' implementation in area of operation. Field locations include, but are not limited to, Baghdad (Baghdad), Al-Anbar (Fallujah & Bzebiz), Salah-al-Din (Tikrit & Shirqat), Ninewa (Mosul, Qayarah, and Zummar), Dohuk (Dohuk), and Diyala (Baquba) governorates. 
• Overall budget holder, with the support of the Cash PMs, for all cash based response budget lines under various projects ensuring high quality and timely implementation. 
• Oversee the effective and timely implementation of activities under the Iraq Cash Consortium in collaboration with partners; IRC, OXFAM, NRC, and Mercy Corps. 
• Provide technical input and strategic direction to the Cash Consortium Technical Working Group. 
• Train and build the capacity of staff country wide in relation to cash/ voucher based response programs as well as capacitate staff on technical aspects of the DRC Livelihood interventions. This includes regular meetings with the Cash and Livelihoods senior staff at the country level. 
• Work closely with M&E team to maximize the LH/ Cash impact and project efficiency, including support to the development and analysis of M&E tools and databases. 
• In collaboration with the communications team, develop success stories and communication tools to illustrate the effectiveness of the response and lessons learned. 
• Prepare regular and timely updates and reports Head of Programs and other colleagues as needed. 
• Ensure that project activities develop and are implemented in line with DRC's mandate, policies, procedures and country strategy, as well as with donors’ requirements and international protection guidelines. 
• Ensure Age, Gender and Diversity (AGD) approach to livelihood and cash is consistently applied through community and rights based participatory methods. 
• Ensure the respect of DRC Code of Conduct, the confidentiality and humanitarian principles and contribute to the integration of protection and AGD mainstreaming into DRC livelihoods and cash programming; 
• Contribute to DRC’s MENA region Livelihood strategy including the exchange of the tools, lessons learnt as well contribute and participate in regional Livelihoods meetings which include discussion on Private Sector development. 
• Any other duties as required. 
 
About you 
 
To be successful in this role you must have: 
 
Essential qualifications:  
• University degree or higher education relevant to humanitarian work: preferably in economy, law, social sciences or humanitarian aid; 
• Significant professional or practical knowledge of livelihoods and cash strategies, policies and implementation modalities 
• Excellent communication skills and ability to work with teams 
• Cultural and gender sensitivity, adaptability 
 
Essential experience:  
• Proven experience of at least 5 years in livelihoods and/or cash programming, preferably in an emergency or early recovery setting 
• Experience in international humanitarian work and refugee and/or IDP complex emergencies  
• Experience with managing teams and providing technical guidance and training 
 
 
ANNEX A – Livelihood Cluster Co-Coordinator
 
The Emergency Livelihoods Cluster Co-coordinator will work with UNDP as the lead coordinating agency and responsible for the overall implementation of the cluster and sector coordination role in accordance with IASC guidelines on cluster leadership and accountability - to a) strengthen effective management of the cluster for ensuring that the livelihoods and social cohesion cluster is functioning to the highest standards, b) improve the representation and voice of NGOs and civil society, and represent different expertise, and c) reinforce the accountability of humanitarian response towards the cluster’s people of concern. 
The Co-Coordinator will work with the designated UNDP lead to support the management of the National Emergency Livelihoods cluster (ELC) in order to coordinate the humanitarian response to the needs of the conflict and displacement affected population. 
 
Duties and Responsibilities 
 
Accountability to Affected Populations 
• Support to cluster / sector secretariat and its members, including developing the sub-national clusters in Duhok, Sulymaniah and Baghdad.  
• Support timely and coordinated action by cluster participants to meet the Emergency needs to respond to the cluster’s populations of concern; 
• Support the establishment and maintenance of effective coordination mechanisms and tools, including making sure that information and data management are established and maintained with cluster participants; 
• Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the Emergency Livelihoods cluster, with clearly defined focal points for specific issues where necessary; 
• Based on assessed Livelihoods vulnerabilities, needs and gaps, develop/update agreed response strategies and action plans for the Emergency Livelihoods cluster and ensure that these are adequately reflected in overall country strategies. 
• Ensure that Emergency Livelihoods cluster participants are aware of relevant policy guidelines, technical standards and relevant commitments under international humanitarian. 
• Lead the cluster / sector partners in the development of the livelihoods response strategy and supporting documents / tools.  
• In collaboration with UNDP and the cluster / sector partners develop, revise and track the livelihoods sector led refugee response plan and the cluster led Humanitarian Response Plan.  
• Lead the strategy to transition from Emergency Livelihoods to Early Recovery activities and provide guidance and support to Emergency Livelihoods partners.  
 
Ensure Mainstreaming of Do No Harm Principles in Livelihoods and Social Cohesion Cluster Partner Responses 
• Ensure integration of Do No Harm elements in sectorial needs assessment, analysis, planning, monitoring and response; ensure gender-sensitive programming and promote gender equality; 
• Ensure that the needs, contributions and capacities of women, girls, men and boys of all background are equally addressed. 
 
Monitoring, reporting and analysis 
• Engage in the inter-cluster information management coordination process led by OCHA and (often) supported by cluster-specific information management focal points, to ensure the cluster contributes to mapping exercises and other information processes.  
• Develop information and communications products individually (and/or with Information Management Officers if deployed) to showcase cluster activities, and as a learning and advocacy tool e.g. showcase best practice. 
 
About you 
 
To be successful in this role you must have: 
 
Essential qualifications:  
• Excellent understanding of Emergency Livelihoods issues in mixed emergency situations and detailed knowledge of Livelihoods and Social Cohesion principles in humanitarian action; 
• Excellent leadership, coordination, communication, capacity building, planning and analytical skills; 
• Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster; 
• Self-motivated and pro-active 
• Fluency in English (spoken and written) is a must. Arabic an asset. 
 
Essential experience:  
• Minimum of 3 years proven experience working on Livelihoods in an emergency context. 
• Development of policy, strategies and humanitarian responses plans and strategies in the sector of field Livelihoods and mainstreaming of Social Cohesion within Livelihoods Interventions; 
 
Preferred experience:  
• Previous experience working within the cluster system, preferably in mixed situation; 
• Proven experience with collection, monitoring, documentation & analysis of Livelihoods data 
• Experience with donor relations and in setting up and maintaining good working relations with Government representatives.  
• Previous experience in the Middle East preferred; 
• Experience in other sectors such as CCCM/ early recovery/livelihoods; 
• Experience working for or with UNDP; 
• Good experience in training and liaising with national NGO & partners;

We offer 
 
DRC will offer the successful applicant a 2 Years contract subject to extension based on performance and funding. You must be available to start work in October 2017 and be willing to live and work in Iraq.
