ICLA Officer- Protection Focal Point (National Position), Hamam Al Alil, Nineveh

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil.
NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.
The role of the ICLA Officer - Protection Focal Point includes supporting ICLA teams to mainstream protection integrating protection principles and Do No Harm into ICLA programming and promoting meaningful access, safety and dignity in the delivery of ICLA services. The position will support ICLA team to identify and refer protection cases and ensure that gender, age and diversity are mainstreamed throughout all programme
The position will be reporting to ICLA Coordinator
This position will be based in Hamam Al Alil.
Ideal Candidate Profile:
A University graduate in social science or relevant fields. Minimum of 2 years experience working in protection field in a humanitarian/recovery context, complex and volatile contexts. The ideal candidate should be able to use MS Excel efficiently. The candidate should speak and write fluently English and Arabic while Kurdish is plus.
Key Job Tasks and Responsibilities:
- Oversee current GBV and protection activities in the area of operation, including PSS for adolescent girls and women, safety audits and GBV/protection mainstreaming initiatives, particularly with NRC’s education and ICLA teams
- Through mobile group information sessions and radio shows, raise awareness on RCD & HLP rights and procedures among beneficiaries
- Provide beneficiaries with mobile counselling services (i.e. legal advice and referral) on RCD & HLP rights, procedural requirements and how to exercise them;
- Referral of beneficiaries who are unable to claim or realize their RCD or HLP rights on their own to ICLA’s Legal Officers or external partners for legal assistance services
- Input and update beneficiary data into ICLA’s case management tools, and periodically disaggregate and analyze data gathered during information & counseling activities in order to identify trends;
- Advocate for recognition of the RCD & HLP rights of displaced persons when engaging with stakeholders, including building owners, local authorities and humanitarian partners
- Undertake regular monitoring & evaluation of ICLA activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes
- Adhere to ICLA policies, donor agreements, work plans, budgets and procurement plans
- Adhere to NRC’s Human Resource, Financial, Logistics & Security policies and procedures, and coordinate with these support departments to ensure timely implementation of ICLA activities
- Significant experience in working with young adults and women
- Strong commitment to gender equality and protection principles
- Excellent computer skills especially with Microsoft work
- Experience in report writing and monitoring and evaluation
- Advanced computer skills, especially in Word, Excel, Power Point and Outlook
- Ability to work under pressure and with limited supervision in a challenging environment

The post will be for 3 Months contract duration with possibility of extension subject to funds.
Salary: 5/1 according to NRC-Iraq's salary scale
