Organizational Setting

 

The Department of Management’s Division of General Services (MTGS) provides service functions to the IAEA through its five Sections that ensure facilities management for its headquarters and for the Seibersdorf laboratories campus, travel, transport and general support services, archives and records management, and the operation of the Vienna International Centre Commissary.The Facilities Management Section provides technical advice and has overall responsibility for the implementation of major facilities management specific projects and administrative services for all IAEA premises. This includes providing technical services for IAEA meetings and conferences in the Vienna International Centre (VIC) and the Austria Center Vienna, including set-up and operation of worldwide video conferences and video job interviews for the IAEA.


Main Purpose

 

Under the supervision of the Unit Head, the Engineering Services Technician will be the primary focal point for all issues related to the security infrastructure and will ensure the functioning of Security Control and Management Systems, TV, Satellite, Video Surveillance, Fire Alarm System, Alarm Intrusion and CCTV systems throughout the IAEA. He/she is responsible for maintenance of these systems and any upgrades required. He/she is also in charge of testing components, management of spare parts and inventory control, procurement, database update and training of end users. The incumbent is required to keep accurate records of all systems and to issue technical reports where necessary.


Functions / Key Results Expected

 

  • Provide technical advice on the planning, design and estimate cost of security installations, assist with technical recommendation and/or evaluation of security system equipment during procurement process and supervise installation thereof.
  • Perform acceptance tests on components and systems prior to installation and/or after installation.
  • Operate, program, maintain, troubleshoot repair and upgrade security systems and equipment, including access control, video surveillance, security management systems and network structure. This will involve the repair of access control, CCTV, and security system hardware and electromechanical devices; testing of electronic components with the use of special testing equipment; diagnosing and correcting security systems equipment malfunctions; maintaining and troubleshooting security systems data cable network and equipment; and installation and relocation of security systems hardware and other accessories.
  • Monitor and coordinate with contracting firms to ensure work is carried out without interruptions to the normal operations within the Agency.
    evaluate alarm signal incidents and respond and notify affected staff as required.
  • Conduct in house training on use of security systems, maintain stocks and update system records.
  • Provide direct technical support to staff at Headquarters and in the IAEA laboratories in Seibersdorf, other field offices, and UNSSS on access control, CCTV, and security system equipment testing, repair, and maintenance procedures; technical and operating methods, tools, equipment, and materials used in security system equipment testing, repair, installation, and maintenance work; procedures used for installing and maintaining security systems and equipment; use, calibration, and care of electronic test equipment; and security system cabling and installation standards.
  • Keep accurate records of all systems under his/her responsibility including Access Control, Video Surveillance, Security Management System.
  • Administer, monitor and program system technologies and provide access in secure areas to authorized staff, and provide help desk assistance.
  • Perform security systems checks following incidents and scheduled power cuts, provide support for any remedial actions required during silent hours.

Qualifications, Experience and Language skills

 

  • Completed secondary education.
  • Engineering or other related fields at a recognized institute (e.g. Berufschule, Associate University degree, Hohere Technische Lehranstalt) is an asset.
  • Completion of industry, vendor, supervisory or management certifications is highly desirable.
  • Certifications is highly desirable in any of the following fields\: Access Control, Badging and Visitor Management Systems, CCTV, Surveillance, Analytics and IP Video Management Systems, Burglar, and Intrusion Detection Systems, Photo Beam, Radar and Perimeter Detection Systems, Biometric Identification Systems, Physical Security Information Management (PSIM) Systems, Ethernet Switches and Routers, Servers and IT Infrastructure including SAN, NAS and Cloud Storage Systems, Microwave and Wireless Communication Systems, Fiber Optic, SONET and DWDM Communication Systems.
  • Minimum of six years of relevant experience in in electronics including experience with security systems, surveillance systems and related computerized equipment.
  • Excellent oral and written command of English and German. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.
  • English typing test (Level2) and language test (Level 2) to IAEA standard.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 50052 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
