Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the a2i project, fundamental progress has been made in improving access to public services. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail government information and services.
The objective of the a2i project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following five components of the project:
 
Component 1: Underserved communities have easy access to simplified public administrative services through electronic means. 
 
Component 2: Civil servants and service providers and citizens are aware and capable of facilitating easy access to transparent and responsive services. 
 
Component 3: Enabling legal and policy framework and partnership are in place to facilitate responsive and transparent service delivery. 
 
Component 4: Institutional and incentive frameworks are in place to promote innovative service delivery mechanism. 
 
Component 5: Establishing linkages with public and private sectors and creating awareness among citizens.
‘Access to Information II’ is looking to recruit a Technology Expert who will provide support to implement the Government to Person (G2P) and Person to Government (P2G) payment architecture. 
The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division.
 

Duties and Responsibilities

Under the Direct Supervision and Guidance The Technology Expert will do the following activities:
 
Duties and Responsibilities:
 
  1. Analyze existing payment system and assist to develop ID based payment architecture in Bangladesh;
  2. Work with solution development team articulating technology of payment system;
  3. Ensure and assist technology compliance in relevant solution development;
  4. Coordinate with industry players and relevant stakeholders to ensure their participation in the new payment architecture. 
  5. Reviewing existing National Financial payment structures, agent banking, social safety net system, authentication/authorization system, P2G and G2P payment systems in Bangladesh and assist the solution developer in designing sound technology architecture following best practices.  
  6. Identify business requirements in payment systems, compile those into technology requirements and support the team in solution development.
  7. Coordinate with relevant stakeholders designing solution platform in compliance with developed technology architecture concept for this purpose. 
  8. Gathering specific technology requirements derived from business requirements for NID based payment systems.
  9. Analyzing relevant business process like Banking KYC, different middleware solutions, associated software systems, interoperability among the solutions, data structure, SDLC, ERD and other technology issues in place or in development to make the payment platform robust, generic with full scalability.
  10. Understanding outsourced payment architecture solutions along with its technology platform, programming language, tools, database and technical documents and assist the Team in technology undertaking process.
  11. Checking, testing and assist in the same to ensure compliant solution delivery by the solution developer.
  12. Assist the IT Manager/Designated officer-in-charge/Coordinator in technology planning, requirement modeling, implementation planning, scope management, issue management and in overall technology management in this initiative. 
  13. Assist the Manager in outsourcing the development works.
  14. Monitor day to day progress of the development of payment architecture and assist to ensure timely delivery of the system.

Required Skills and Experience

Education:
Minimum BSc in Computer Science/Eng, EEE, ICT in ICT (Concentrating in DBMS and Web-based Programming
 
Experience:
  • Minimum 5 years relevant working experience in ICT (Software domain). 
  • At least 3 years practical exposure in Solution Design/Development/Requirement Analysis 
  • Experience of working with Banks/Financial Institutions in software development/Management/Implementation or working with private sector industries in financial software development project is required. 
  • Specific experience in designing/developing/Implementing Financial Software/Payment Solution
  • Specific practical experience in Database technologies ( MySQL/ORACLE preferred ) is needed.
  • Working experience in api management, payment gateway integration and relevant requirement analysis will be added qualification. 
Language Requirements:
Fluency in written and spoken in English and Bangla.
