Introduction:

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

In the Philippines, the GGGI is implementing a project with the National Economic and Development Authority (NEDA) which has already commenced under the “Mainstreaming Green Growth in Development Planning Project”.  The Philippines’ Long-Term Vision (LTV 2040), a highly participatory visioning exercise initiated in 2015 by the NEDA as the key agency responsible for economic development and planning, has articulated the Filipinos’ collective aspiration of a better path for Philippine development.     The LTV 2040 outlines a long-term vision of higher quality of living environment and envisions a future that is “free from hunger and poverty, having equal opportunity, and enjoying a fair and just society that is governed with order and unity”.  In October 2016, Executive Order No. 5 was signed mandating that the LTV 2040 be used as a planning and formulation guide of the Philippine Development Plan, Regional Development Plans and Local Development Plans. 

The project aims to support the operationalization of the Philippine Long Term Vision 2040 (AmBisyon Natin) in the long run, and the Philippine Development Plan 2017-2022 in the medium term through the integration of green growth principles and approaches in the national and local development planning processes on the premise that green growth is a means to help achieve the Sustainable Development Goals (SDGs) and the Nationally Determined Contributions (NDC) commitments of the country.   While there have been a number of government initiatives in development planning aimed to strengthen various governance and planning processes, there is still a need to strengthen the institutional technical capacity of local government units (LGUs) in integrating inclusive growth and climate change related measures in local development planning; in harmonizing various development plans at the local level; and, in aligning local plans and programs with national targets.

 

Objectives/Purpose of the Assignment:

Working closely and in collaboration with the Project Team, pilot LGUs and NGA, the Results-Based Management Specialist will be engaged primarily to support the implementation of the Project on ‘Mainstreaming Green Growth in Development Planning’.

 

Scope of Work:

The Results-Based Management Specialist will be required to perform the following functions, along with other tasks that may be required in the implementation of the Project.

  1. Enhance the draft green growth guidelines and toolkit by preparing and integrating the relevant and appropriate results-based management framework and systems to support the finalization of the Green Growth Guidelines and Toolkit for piloting in the selected LGUs and NGA, necessary to mainstream green growth in the national and local development planning processes in the Philippines;
  2. Review and validate the draft green growth guidelines and toolkit to ensure that updated and relevant development planning guidelines, methodologies, toolkits, techniques and good practices on energy, tourism and MSME policies and development planning are integrated;
  3. Document the processes undertaken in the project implementation, and conduct a detailed review of the project’s key outputs and activities taking into account the context, target outputs and outcomes, development issues, lessons learned and other relevant data that can help inform the assignment;
  4. Assist the MSME Development and Finance Specialist and the Energy Policy and Planning Specialist in enhancing the Training Module on Mainstreaming Green Growth in Development Planning for the use of pilot LGUs and NGA;
  5. Synthesize lessons learned and document for the development of relevant knowledge products;
  6. Provide inputs to the design, implementation and review of related project initiatives
  7. Present progress reports and lessons learned from the project, as may be assigned; and
  8. Work closely and in collaboration with the Project Team, pilot LGUs and NGA.

Output/Reporting Requirements/Deliverables:

The Results-Based Management Specialist will be based in the Philippine Country Office, requiring from time to time travel for consultations with and trainings conducted in, the pilot LGUs and/or concerned national and regional government agencies.  He/she will report directly to the GGGI Project Lead and will coordinate with members of the Project Team. The responsibilities of the Results-Based Management Framework Specialist will, among others, include the following:

Activity 1. Preparation of Individual Plan.  The Results-Based Management Specialist will prepare his/her Individual Work Plan (IWP) to present how he/she intends to undertake the activities and produce the expected outputs.  Subsequently, s/he will work with the MSME Development and Finance Specialist and Energy Policy and Planning Specialist to integrate their respective IWPs into a Consolidated Work Plan.

Activity 2. Integration and Strengthening of the Results-Based Management Framework and Systems Component in the Draft Green Growth Guidelines and Analytical Tools. The Results-Based Management Specialist will review, update and strengthen the draft green growth toolkit by integrating a sound and relevant results-based management framework and systems component in the green growth guidelines and toolkit necessary to review, update the pilot LGUs energy, tourism and MSMED plan/policies and strategies to mainstream green growth in the review and development planning processes.

Activity 3. Input to the Training Module for Green Growth Guidelines and Analytical Tools on Energy, Tourism and MSME Policy and Development Planning for the pilot LGUs, and MSME Planning for the pilot NGA. The piloting exercise will be complemented by capacity development activities to ensure that the participating NGA and LGUs have a good and operational understanding on the practical use of the Green Growth Guidelines and Analytical Tools, especially on energy, tourism and MSME planning and policy. Related to this, the consultant is expected to review, input and update the draft Training Module on the use of the Green Growth Guidelines and Analytical Tools for the pilot LGUs particularly on results-based management, and input into the Training Module on results-based management for the application of the green growth toolkit on MSME Development Planning for BSMED, and for the application of the green growth toolkit on the local development plans for the pilot LGUs.

Activity 4.  Assist in the Conduct of Trainings on the Use of the Green Growth Guidelines and Toolkit in the Pilot LGUs and NGA (BSMED).  The Results-Based Management Specialist will assist in the preparation, conduct, documentation and assessment of the conduct the trainings on the use of the green growth guidelines and toolkit in the pilot LGUs particularly as they relate to  the application of the results-based management framework  and systems of the mainstreaming green growth guidelines and toolkit  to the pilot LGUs, and in the pilot NGA’s MSMED Plan review.

Activity 5. Preparation for and Conduct of National Meeting on Assessment of Training Workshops Conducted in Pilot LGUs and NGA.  The consultant will present a synthesis of the results-based management framework and systems component of the Green Growth Guidelines and Toolkit, and update on the progress achieved thus far after completion of the training workshops conducted, including but not limited to the challenges, opportunities and some ways forward on the application of the results-based management framework and systems for development planning in energy, tourism and MSME planning in the respective pilot LGUs.   

Activity 6. Input to and Assist in the Coaching and Mentoring on the Use of the Green Growth Guidelines and Toolkit to the Pilot LGUs and NGA (BSMED), and Preparation of Recommendations to Integrate Green Growth in the Development Plan.  The consultant will assist in the coaching and mentoring the pilot LGUs and NGA in the use of the green growth toolkit to prepare/review/update the local tourism, energy and MSME plan/roadmap/strategy/policy as it relates to the relevant sectors of the pilot LGUs, and in the selected sector/thematic plan (MSMED Plan) in the case of the pilot NGA (BSMED). As needed, the consultant will provide onsite and offsite technical assistance to the said pilot NGA and LGUs. In consultation with the concerned LGU and NGA, the consultant will prepare and submit recommendations on integrating and strengthening the green growth development planning’s results-based management component into the identified local development plan/strategy and the sectoral/thematic plan of the NGA, identifying challenges and opportunities and ways forward in mainstreaming green growth in the development planning process.  

Activity 7. Preparation of Assignment Completion Report. The consultant will prepare an Assignment Completion Report (ACR) to document the primary activities undertaken, together with the lessons learned. The report will include secondary tasks that have been undertaken by the consultant to meet the objectives of the assignment.

Qualifications/Experience/Expertise

  1. At least a Master’s Degree in Economics, Statistics, Environmental Science, Environmental Management, or any related technical discipline relevant to the assignment;
  2. At least 10 years of relevant work experience on results-based management, development planning   and a demonstrated experience in the design of project implementation processes and/or results-based framework, systems and plans;
  3. Strong knowledge and skills in the use and application of results-based management methodologies and tools for development planning;
  4. Proven project delivery experience, i.e. managing the delivery of results on budget, quality and time;
  5. In-depth knowledge of the country’s national and local development planning processes, the country’s development challenges and directions particularly on energy (supply and demand side), and an operational understanding of the Sustainable Development Goals, Climate Change and the Country’s National Determined Contributions;
  6. Adept in conducting independent research and with very good knowledge on the application of relevant research techniques, tools and methodologies particularly on energy, economics and finance;
  7. Excellent facilitation skills and proven track record in communicating and in conducting training/mentoring activities particularly for government stakeholders (national and local);
  8. Experienced in effectively working with a team of experts with diverse skill set and multicultural background and able to lead and facilitate multi-stakeholder discussions at various levels of the organizations including policymakers and operational units;
  9. Excellent verbal and written communication skills; and,
  10. Able and willing to make local and international travels as required by the assignment.
