The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The PnP Department brings together NRC work on global advocacy and institutional partnerships.The Department consists of nine units: the Institutional Partnership Section (Oslo), the Advocacy and Policy Section (Oslo), NRC Europe (Brussels), NRC Geneva (Geneva), NRC USA (Washington D.C.), NRC Flüchtlingshilfe Deutchland (Berlin), NRC Gulf (Amman), NRC African Union Liaison Office (Addis Ababa), and the Internal Displacement Monitoring Centre IDMC (Geneva). In addition, the department has a Resident representative in the UK.

The Adviser is responsible for driving strategic and organisational development processes, and for ensuring efficient administration in the Partnerships and Policy Department.

Job description

Generic responsibilities
1. Drive and faciliate the internal department process to develop the annual strategy and balanced scorecard (plan of action)
2. Prepare reports to the NRC Senior Management Group and Board of Directors on departmental achievements, including the balanced score card and annual reports
3. Execute the day to day administration of the PnP Department on behalf of the Director, and assist with administrative tasks in the Institutional Partnership Section and Advocacy and Policy Section as needed
4. Manage, coordinate and/or substantially contribute to organisational development initiatives in the department. This will include reviews and evaluations of Representation Offices, the establishment and closure of Representation Offices, etc.
5. Be the Head Office focal point for the Representation Offices on issues related to HR, IT and administration, including advising them on policy, procedures and tools
6. Be the department focal point for evaluations and organisational learning and ensure that learning is fed into the department strategy process
7. Ensure follow-up to staff surveys within PnP
8. Coordinate onboarding processes for PnP positions and consultants based at Head Office and support Representation Offices which lack an HR function.
9. Ensure effective use of departmental systems for information sharing and filing, including the department’s Sharepoint sites
10. Carry out other tasks delegated by the Director

Qualifications

• Minimum 5 years of relevant experience
• Experience from working with humanitarian work/NGOs
• Documented results related to the position’s responsibilities
• Fluency in English, both written and verbal
• Experience from strategic development, planning and administration
• Excellent administrative skills, including establishment of effective systems
• Understanding of monitoring and impact assessment
• Excellent writing, editing and communication skills in English (and preferably also Norwegian)
• Ability to advise and guide at high strategic levels
• Proven interpersonal skills
