Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil.

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

 

Overview:

The purpose of the Monitoring & Evaluation Officer position is to support the Programs to implement the projects effectively.

M&E Officer will be reporting to Area Manager and supervising Complaint Assistants.

The Position will be based in Kirkuk office with frequent visits to NRC's site operations.

 

Ideal Candidate Profile:

A university graduate is preferably in Computer Science or relevant fields. At least 2 years of experience in humanitarian/recovery context, complex and volatile contexts. Previous experience in working as a M&E officer or Equivalent in a humanitarian/recovery context. Fluency in spoken, written Arabic, English and Kurdish. Knowledge of humanitarian principles and code of conduct.

 

Key Job Tasks and Responsibilities:

  • Adherence to NRC policies, guidance and procedures
  • Provide regular progress reports to AM, PMs and M&E Coordinator.              
  • Coordinate process to establish program level M&E systems and participate in log frame design during project proposal process to support on indicator formulation.
  • Support and contribute to the development of a data management system through documentation, implementation and coordination of standardizes information flow of M&E activities and reporting.
  • Capacity building and training of program staff on M&E technical and conceptual areas, as needed.
  • Support in developing data collection methodology and tools, and in actual data collection, as needed.
  • Ensure that monitoring data are reported on a timely manner to relevant program and managerial staff.
  • Schedule meetings with Shelter, WASH, GBV, ICLA, Emergency Response, and MRT field teams.
  • Development of a monthly indicator tracking dashboard, working with all Project Coordinators to track progress against indicators and beneficiaries.
  • Reconciliation of programmatic data across multiple reporting mechanisms, including GORS, tri-annual reporting, and regular donor reporting.

 

Qualifications:

  • Experience with and knowledge of  principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Knowledge about own leadership skills/profile
  • Knowledge of the context in Kirkuk
  • Experience in NGO M&E positions
  • Knowledge of Excel, Word, PowerPoint
  • Strong data management and analysis skills

 

The post will be for twelve (12) months contract duration with possibility of extension subject to funds.

Salary: 5/1 according to NRC-Iraq's salary scale.
