For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

UNICEF Child Protection Section, Programme Division, New York, provides technical support, guidance and global strategic oversight to field offices at the regional and country levels. Priority areas of work include protection of children from all forms of violence, exploitation and abuse, including in fragile and emergency settings.

The Global Road Safety Crisis has taken on unprecedented magnitude. According to the WHO Global Status Report on Road Safety- 2015, an estimated 1.25 million people are killed, and around 50 million injured, every year in road crashes. Five hundred children are killed every day, and thousands of children suffer long lasting or permanent physical disabilities. Road injuries are the leading cause of death globally for children over 10, which led to the issue being placed in the Sustainable Development Goal Health Goal as Target 3.6. The World Report on Child Injury Prevention (WHO and UNICEF 2008) described road traffic injury as both a social equity and development issue where children and young people are among the most vulnerable.

UNICEF entered into a Partnership Cooperation Agreement with the FIA Foundation and is currently implementing projects on Child Road Traffic Injury Prevention (CRTIP) in nine countries (China, Cuba, Jamaica, Mongolia, Papua New Guinea, Paraguay, South Africa, the Philippines and Viet Nam)

The goal of the project focusses on four key areas:

  1. Improving safety and protection on the roads for children in line with the wider requirements of the UN   Convention on the Rights of the Child.
  2. Contribute to the Sustainable Development Goal Agenda on road safety, including by helping to catalyze government and in-country responses to child road traffic injury.
  3. Develop and advance sustained national policy responses promoting a safe and healthy journey to school for all children with an emphasis on the most disadvantaged and vulnerable.
  4. Develop capacity and expertise for sustained activity in the above areas.

The country level activities are specifically designed to:

  1. Improve evidence and data generation
  2. Advance advocacy on policy initiatives
  3. Systems strengthening and
  4. Monitor and evaluate for implementation and sustainability.  

The rationale for this consultancy is to provide thematic expertise to the Child Protection Section on the CRTIP programme which is currently a “learning agenda” in UNICEF.  The Section immediately needs to bring in specific expertise to develop and finalize various knowledge products and provide technical support to UNICEF field offices under the guidance of the Child Protection Specialist Exploitation and Violence. The deliverables will assist the section in building global knowledge and leadership on the programmes on CRTIP. 

Purpose

The overall purpose of this consultancy is to support Child Protection in the six core areas listed below: 

  1. To provide technical support to the Child Protection Section in the development, finalization and dissemination of programme tools related to the prevention of road traffic injuries with a focus on reducing deaths among children and adolescents on the way to school.
  2. To provide technical support for the coordination of the CRTIP programme with UNICEF country and regional offices and documentation of emerging practices on CRTIP as a learning agenda for replication and leveraging of resources.
  3. In consultation with D&A and PEB[1], provide technical oversight on the data activities and finalization of CRTIP knowledge products.
  4. Provide technical expertise in the coordination of PD cross-sectional taskforce on CRTIP particularly for input into UNICEF strategy development on CRTIP.
  5. Represent UNICEF Child Protection Section/Programme Division at external and internal meetings as may be approved by supervisor.
  6. To contribute to the Child Protection Section in the management of global partners and preparation of donor reports, annual reports, briefing notes, UN and other statements, presentations and technical papers and other documents as requested.

Duty Station

Key competences, technical background, and experience required

  • Advanced University Degree in social sciences, public health or related technical field;
  • At least 8-10 years of demonstrated knowledge and professional experience in the field of child protection or related field at national and international levels and on relevant policy areas;
  • Proven ability to manage partners relationships at senior level, including bilateral and multilateral donor organizations, government partners, UN agencies, NGOs and the private sector;
  • Ability to set high standards for quality of work and consistently achieves project goals;
  • Demonstrated writing skills in English with ability to convey policy messages in a clear and concise but sensitive way;
  • Fluency in English and another UN working language, Spanish desirable.

 Desirable

  • Solid understanding and knowledge on violence and injury prevention;
  • A good background knowledge of UNICEF mandate and its mission and programmes;
  • Good understanding of Research and/ Monitoring and Evaluation.
