The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Do you want to work in the West and Central Africa Regional office (CWA RO)? NRC is looking for a highly motivated and fluent English and French speaking Regional Support Director that would like to be part of the development of a regional office. The CWA RO currently serves country operations in Mali, Nigeria, Cameroon, the Central African Republic and the Democratic Republic of Congo, and is based out of the NRC Head office in Oslo. In June, it was decided that the RO should move closer to its operations with the establishment of a regional office in Dakar, Senegal by July 2018 and there is a wish that the new Support Director can start working in Oslo and then move to Dakar when suitable.

The purpose of the Regional Support Director position is to assume overall accountability responsibility for strategic development and capacity of Finance, HR, Logistics, ICT and administration functions in the Central and West Africa region, promoting learning and a cost conscious culture. The Support Director has a responsibility to ensure a holistic approach to the operations.

The Regional Support Director is line managing Regional support staff and is a member of the Regional Management Group.

Job description

• Compliance and adherence to NRC policies, guidance and procedures
• Manage performance and staff development of the Regional Support Unit
• Ensure strategic development of support functions in line with global initiatives
• Ensure that appropriate control mechanisms are in place across the region and that risks are minimised by monitoring compliance of country operations.
• Ensure guidance, support and capacity building related to the support functions in the region
• Explore and create synergies between Country Offices related to Finance, HR, Logistics, ICT and Administration
• Ensure strengthening of awareness of anti-corruption and Code of Conduct in the region
• Promote the rights of IDPs/refugees in line with the advocacy strategy
• Be accountable for overall monitoring and control of the Regional administration budget
• Provide timely regional analysis and statistics and serve as the focal point for input of relevant content to the region’s annual and triannual reports
• Ensure timely recruitment of Unit staff and support Country Directors in recruitment of support staff
• Take shared responsibility for the development of the regional programme and deliver results in accordance with the regional strategy and Plan of Action
• Contribute to a good transition from a Head Office based Region to a Regional Office in Dakar

Qualifications

• Minimum 5 years of relevant both strategic and operational leadership/management experience within the humanitarian field
• Experience from working in complex and volatile contexts
• Documented/proven results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Managing performance and development through empowering and building trust
• Knowledge of the context in Central and West Africa
• Fluency in English, working knowledge of French required
• Valid driver’s license
