Background:

Within the Component 4 of UNDP-GEF Project "Sustainable cities for low-carbon development" in the city of Astana it is planned an implementation of a pilot demo-project on complex modernization of the residential quarter and adjacent territories aimed at reduction of GHG emissions and, as a result, decrease in expenses of local population for  communal utilities and for  further replication.  In compliance with the Memorandum of Cooperation signed between the UNDP and City Administration (Akimat) of Astana two city quarters have been identified as pilot ones:

  • the main one, located close to intersection of Pushkin and Zhubanov streets (characteristics of quarter is given in the Appendix 1);
  • the reserved one, located close to intersection of Zhenis and Bogenbay Batyr streets (characteristics of quarter is given in the Appendix 2).

Within the above quarters, it is planned to demonstrate an integrated approach to low-carbon modernization and management of urban areas for providing the city dwellers with sustainable and reliable utilities’ services through promoting the energy efficient technologies, the equipment and use of smart technologies. It is supposed that within a finally selected pilot quarter the following things to be performed:

  • Rehabilitation (thermal modernization) of buildings,
  • Replacement of engineering networks and communications,
  • Improvement of the architectural and space planning design of the territory (lawns, green plantings, parking, sidewalks),
  • Arrangement of bicycle tracks and cycle parking,
  • Organization of an improved new solid waste  management system,
  • Approbation of improved buildings and sites (in  the whole) management system.

The first stage of the works are assessment of the basic line (situation) within every quarter, assessment in needs for low-carbon modernization and preparation of concept of such a modernization with providing the necessary integrated calculations of costs for necessary activities. To perform this works, itis planned to engage a national company (hereinafter as Company) on a competitive basis. Considering the insufficient experience of Kazakhstan companies in planning of low-carbon activities in urban sector, the UNDP-GEF Project will engage an international expert for necessary consultations within this ToR. The International Consultant will have to work in close coordination with the selected national company to achieve the goals of the first stage.  

Duties and Responsibilities

Objective:

To provide a full assistance to the local company in assessment of the basic line (situation) within each selected city quarter, in assessment of needs for low-carbon modernization and preparation of the concept of such modernization, including the assistance in preparation of necessary integrated calculations for necessary activities.

Scope of works:

1. Visiting the pilot facilities\buildings, which are planned to be studied within the Project in Astana (Kazakhstan), together with Kazakhstan experts engaged for performance of the Component 4. Familiarization with facilities\buildings, their characteristics\specifications, problems and conditions.  Preparation of the questionnaire for the residents to obtain the additional information/compilation of the missing information. Conducting  the one-day informational training3 on practices how to calculate the power balance of the building and to determine the initial condition (the basic line) of the building; on planning of building power modernization (by examples from Europe countries) for the Kazakhstani specialists.

2. Study of collected technical and other documentation on pilot facilities, including the information from the questionnaires filled in by local residents. Assistance to the local Company in  assessment of basic line of energy consumption at pilot facilities. Checking the calculations on assessment of basic line made and presented by the Kazakhstani party.

3. Together with the Kazakhstani experts, an elaboration of options of technical solutions for buildings, taking into consideration the analysis of needs for selected city quarters conducted by Kazakhstan experts  and considering the purposes of low-carbon modernization of the city quarter4.

4. Presentation of the results of elaborated standard technical solutions in Astana (Kazakhstan) and conducting the training (master class) on elaboration of such solutions for the Kazakhstani experts.

Institutional Arrangement:

  • Consultant agrees the actions with the Project Expert on Energy Efficiency and reports to the Project Manager;
  • Consultant ensures the timely and rational planning, performance of works scope and achievement of deliverables according to the ToR; 
  • Consultant ensures unconditional performance of requirements of the Individual Contract;
  • Consultant is responsible for quality of documents prepared as scheduled above;
  •  Draft and final documents to be submitted in Russian languages in MS Word (2007 or later). Used font: Calibri, size: 12. The presentations to be made in Power Point (2007 or later).

Competencies

  • Expertise (experience) in design\preparation of technical and\or technology solutions to  improve the  energy efficiency of the residential buildings connected to the district heat supply sources
  • Expertise (experience) in conducting the trainings on energy efficient modernization of residential buildings for target and nontarget groups
  • Team-worker with good communication skills.

Required Skills and Experience

Education:   University engineering degree in the field of architecture/construction/design of buildings

Experience:  

  • As minimum 10 years of total work experience in housing sector and buildings energy efficiency
  • International experience of participation in projects on energy efficient modernization of the housing sector. Experience in the CIS countries is preferable

Language Requirements:

  • Knowledge of Russian is required. Knowledge of English would be an asset
