UN Women: Audit Specialist, Quality Assurance

Background

The Office of Internal Audit (OIA) is responsible for internal audit services to UN Women. OIA provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls. It manages the internal audit services for UN Women covering its Headquarters and field offices.

Under the supervision of the Chief, Office of Internal Audit (OIA), the Audit Specialist is responsible for performing comprehensive audits of the UN Women Headquarters business units at Headquarters and in the field and of corporate functions and systems as well as programmes and projects.

Duties and Responsibilities

Provide technical support to the Chief OIA on the proper execution of quality assurance procedures for the office:

  • Perform quality assurance review of draft OIA audit reports prior to their issuance to audit clients;
  • Coordinate and provide input on audit training/development of audit staff, including selection and administration of such training courses;
  • Administer the system for information gathering and preparation of the periodic progress reports of OIA units. This includes: OIA statistics/metrics; Post-audit and other Quality Assurance surveys of OIA audit clients; Tracking audit processes, from planning to reporting;
  • Contribute to developing and maintaining OIA policies and procedures, including audit guides, and risk assessment models;
  • Perform formal periodic Quality Assurance reviews;
  • Contribute to maintaining and updating a comprehensive audit risk universe, including gathering and incorporating new information impacting the universe.

Prepare and participate in the audit of UN Women business units at Headquarters and in the field and of corporate functions and systems as well as programmes and projects, as required:

  • Undertake audit missions to UN Women offices in Headquarters and away from Headquarters, at the regional, sub-regional and country level, including to areas with hazardous working conditions;
  • Prepare/participate in the preparation of risk-based audit plans/programmes;
  • Conduct specific elements of the assignment in accordance with the International Standards for Internal Auditing and OIA policies;
  • Prepare working papers for review by the Chief;
  • Draft specific parts of audit reports for review by the Chief;
  • Monitor the implementation of agreed recommendations and advises on problem areas.

Provide technical contributions to internal controls and risk management:

  • Assess the adequacy and effectiveness of internal controls and risk management;
  • Document findings and communicates orally and/or in writing to the business units on their compliance, performance and potential for improvement;
  • Recommend action to address shortcomings identified, strengthen internal controls and improve business processes;
  • Conduct special assignments including management reviews, consulting assignments, and special audits.

Provide coordination and technical contributions to knowledge management and sharing:

  • Participate in the implementation of his/her personal learning and training development plan.

Perform other assignments or tasks as determined by the Chief.

  • Activities assigned as part of Annual Work plan are implemented on time, on scope and on budget;
  • Planned quality assurance reports are completed on time;
  • Inputs to Audits reports and recommendations are delivered on time and on scope;
  • Contributions to knowledge management;

Required Skills and Experience

Education:

  • Advanced university degree in Business Administration, Public Administration, Finance, or related field;
  • A first level degree in combination with a certification as Chartered Accountant or Certified Public Accountant may be accepted in lieu of an advanced degree;
  • Certified Internal Auditor (CIA) designation is required;
  • Additional professional certifications (CISA, CFE) are an advantage.

Experience:

  • A minimum of 5 years of professional experience in audit or another directly relevant area, several of which in internal audit;
  • At least 2 years working experience in an International Organization is desirable;
  • Experience in Quality Assurance functions and in risk assessment desirable.

Languages:

  • Fluency in English;
  • Proficiency in French or Spanish is desirable;
  • Knowledge of other UN official languages is an advantage.
