Background
The overall objective of Göksu Taşeli Watershed Development Project (GTWDP), as phase one of a two-Project Program, is to reduce rural poverty by supporting economic diversification through value chain development and sustainable natural resource management.
The Project targets to increase farmers’ income from improved agricultural production and marketing activities in the targeted area with strengthened resilience to climate shocks. The Project would also contribute to improving the standards of living of the nomadic Yörük tribes in the highlands of the Taurus Mountains, through capacity building that would assist them to organize for improved management of the common natural resources. The project outcomes would include:
i) sustainably increased farm productivity;
ii) higher product prices received by smallholder producers.
The GTWDP would be implemented in selected villages of 11 districts of Konya and Karaman provinces of Central Anatolia. These districts are located in the Göksu sub-catchment, one of the four in the
+East Mediterranean Watershed. The Project area includes 212 villages that are situated in the mountainous parts of the 11 districts where the elevation varies between 600 m and 1 800 m. Each component would focus on elements of the identified value chains (VCs).
The GTWDP would include three components namely:
i) Agricultural Productivity and Natural Resource Management;
ii) Market Access Enhancement; and
iii) Project Management
MFAL has the overall responsibility for the management and the implementation of GTWDP. UNDP’s role is to support the project in dealing with flow of funds arrangement, recruitment of project staff, contracting of technical assistance, accounting, auditing and assistance in procurement of goods, civil works and services. The Project will be supervised by IFAD. (Financier)
Objectives of the Assignment
The Procurement/Finance Specialist will perform the following duties in accordance with UNDP and IFAD policy and procedures, including procurement and finance regulation but not limited to:
- Effective and accurate financial resources management and oversight;
- Implementation of operational and financial management strategies and procedures;
- Management Projects’ budgets management and organization of an optimal cost-recovery system;
- Control and analysis of accounts;
- Facilitation of knowledge building and sharing
- Management of project financial resources through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;
- Prepare, review, revise and amend as appropriate the procurement processese.
- Assist the PMU to prepare the annual procurement plan for all purchasing and procurement activities needed by the project;
- Assist the CPMU to set up and maintain an effective monitoring and recording system on procurement.
- Identify indicators of fraud, collusion and other unethical practices in procurement/selection process;
- Manage the whole procurement process for goods and works and non-consulting services according to project Procurement Plan.

Reporting Structure
Procurement/Finance Specialist reports to Regional Adminstrator and/or Field Administrator
Performance Indicators for Evaluation of Results
- Activities planned in line with the project objectives and packaged and submitted as AWPBs
- Physical and financial progress in implementation of Annual Work Plans
- Progress reports, brief notes, presentations prepared and submitted by Regional Administrator.
