Background

The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.  
 
UNDSS Bangladesh is supporting the UN Agencies, Funds and Programmes in Bangladesh, through security advice and guidance so to enable the UN agencies to conduct their operations in the safest way possible as well as enabling the safety and security of UN staff and assets nationwide. 
 

Duties and Responsibilities

Under the direct supervision of the Security Adviser (SA), the Telecommunications Technician renders technical, supervisory and advisory services on all emergency telecommunications matters for UN Security Management System (UNSMS)/Agency Fund and Programme (AFP) in Bangladesh. The incumbent ensures that the Emergency Communications System (ECS) functions effectively on a continuous and uninterrupted basis.
 
Summary of Key Functions:
 
  • Provide telecommunications advice to the SMT through SA, ensuring implementation of telecom strategic operational network for UN Bangladesh;  
  • Liaise with UN agencies and national regulatory authorities on the issues of Emergency Communications System (ECS) for UNSMS in Bangladesh;
  • Coordinate Technical, Administrative and Operational matters of UN Bangladesh Emergency Communications System;  
  • Install, repair and maintain emergency telecommunication network using allotted UN frequency across the country. Ensure regular repair and maintenance of telecom equipment;
  • Ensure technological migration and cost saving measures on the part of UN emergency communications system; 
  • Organize and delivers training to operate, maintain and troubleshoot emergency telecommunications systems to UN SMS/AFP personnel;
  • Perform other duties as required; 
 
1. Provide telecommunication advice to SMT through SA ensuring the following activities:
  • Provide effective and realistic recommendations on emergency telecommunication matter, in proper consultation and coordination with SA & SMT for UN Bangladesh including the planning of contingency stock of telecom items to face emergency response ;
  • Produce and recommend cost estimation to operate, repair and maintain UN Bangladesh emergency communication network; 
  • Assist the SA toward designing, institutionalizing, and upgrading UN Emergency Communication System (ECS) corresponding to Country Security Plan in Bangladesh. 
 
 2. Liaise with UN agencies and regulatory authorities ensuring the following activities:
  • Liaise with national regulatory authorities in consultation with concern UN focal point for radio frequency licensing and related issues of UN Bangladesh ECS;
  • Liaise with UN SMS/ AFPs on radio frequency interference and  provide necessary advice and assistance in obtaining frequency license from regulatory authorities;
  • Liaise with AFPs to ensure full compliance with MOSS requirements approved under telecommunications element. Regular communication with AFPs to maximize inter agency collaboration and implement the standard operating procedures to ECS; 
  • Liaise with UN SMS/AFP to ensure that their telecommunications systems are compliant to the relevant frequency and call sign allocations to make sure network discipline and also to coordinate changes on radio frequency, radio channel rearrangement, call signs across the operational area; 
       
3. Coordinate Technical, Administrative and Operational affairs of UN Bangladesh ECS:
  • Coordinate deployment of ECS and supporting infrastructure–HF/VHF radios, satellite voice and data communications, telecom towers and power supply system;
  • Coordinate technical, logistical and administrative support to UN ECS to ensure its reliability, robustness, efficiency and continuity;   
  • Produce and recommend cost estimation to operate, repair and maintain UN Bangladesh emergency telecommunication network;
  • Coordinate stock of emergency telecommunications equipment, distribution and list of available telecommunications staff to support UN emergency response plan including staffing requirement of UN radio rooms to ensure smooth functioning;   
  • Identify and coordinate telecommunications support available from vendors/service providers to UN organizations in Bangladesh requiring such assistance. 
 
4. Install, Repair, Maintain and Programming Emergency Telecommunications Equipment:
  • Responsible for proper installation and technical effectiveness of emergency telecommunications equipment like HF, VHF, UHF system in UN radio rooms across the county, UN offices and UN SMS/AFP vehicles; 
  • Carry out regular filed mission for routine maintenance and servicing of existing equipment installed country-wide to maintain ECS including response to emergency call from field bases in case of system is inoperative;
  • Ensure all equipment are in proper repair and working condition. Maintains and updates inventory list of ECS.      
 
5. Ensures technological migration and cost saving measures on the part of ECS:
  • Identify and test new hardware and software for improving and upgrading system performance; make recommendations to all UN SMS/AFP in Bangladesh and supervise installation of any technology upgrades as required including the digital VHF Emergency Communication System upgradation in UN system in Bangladesh;
  • Identify Fit to UN Standards common practice to UN SMS/AFP in Bangladesh to procure telecommunications equipment at the least cost and the most expedient manner;
  • Maintain and analyze telecommunications data and statistics in order to recommend and implement cost saving measures;
 
6. Organize and deliver training to operate, maintain and troubleshoot ECS to UN SMS/AFP personnel:
  • Collaborate with UN SMS/AFP in Bangladesh in order to organize and conduct training for all personnel on the use of ECS equipment e.g. HF/VHF radio, satellite phone & IP modem, GPS, voice procedure including radio room reporting procedure;
  • Liaise with UN SMS/AFP Bangladesh to train agency staff/technician on operating and troubleshooting of emergency telecommunications equipment as required;
  • Provide hands on training to UN Bangladesh Radio Operator in respect to operate, maintain and troubleshooting for smooth operations of radio room equipment.
 
7. Perform other duties as required: 
  • Draft cost estimation for telecom yearly operational budget developing annual work plan. Prepare financial proposal for routine repair & maintenance of ECS equipment;
  • Assist to prepare technical proposal for purchasing telecom hardware, software, accessories and outsource vendor services. Take part in technical evaluation. Maintain telecom assets inventory keeping record of acquisition, disposal and write off;
  • Communicate with UN SMS/AFP to coordinate the payment of yearly license fees payable to Regulatory Commission;
  • Maintain databases such as the premises database on UNSMIN and key digital maps in the Radio Room 
  • Assist the SA performing other duties as required.

Required Skills and Experience

Education:
 
  • Bachelor’s Degree or 03 Years Diploma in Telecommunications /Electronics/Electric.   
 
Experience:
  • At least 5 years of professional experience in design, implement, operations and maintenance of radio telecommunications analog & digital networks is required.
  • Knowledge and experience in providing technical support in a 24/7 emergency telecommunications environment is required. 
  • Experience in management of security communication in an international organization is preferred. 
  • Background of Radio Amateur is preferable. 
  • Computer literate and proficiency in use of MS Word, Excel, Power Point Adobe Photoshop and familiarity on web management system. 
Language Requirements:
 
  • Fluency in written and spoken English and Bangla is required.
