Context:

Under the direct supervision of the Chief of Mission and in coordination with the Regional Programme Coordinator, the incumbent will be responsible for providing support and assistance for the timely start-up and implementation of the IOM component of the GIZ Better Migration Management (BMM) Programme and EUTF Reintegration Facility Programme, with a specific focus on various phases including project implementation, coordination, monitoring, reporting, project development, and resource mobilization.

Core Functions / Responsibilities:

1. Under the supervision of the COM, assist in the management and overall implementation of the BMM and EUTF Reintegration Facility Programme in a timely manner by following up on logistical and administrative arrangements, cooperating with relevant authorities, providing information, assisting with arrangements required for the recruitment of project staff, and ensuring that donor reporting information and schedules are available. 2. Track and analyze project progress, identify and document significant project events, decisions, deviations or problems and recommend appropriate action to expedite the delivery of inputs according to work plan.

3. Draft portions of required progress, donor and other project reports in coordination with RO Page 1 / 3Nairobi and in alignment to EU requirements and facilitate proper information exchange for all operational aspects of the project.

4. When needed and feasible, coordinate response to individual cases and refer or treat them as appropriate (e.g. screening, interview, counselling, referral or assistance). 5. Contribute to the development of new proposals in the area of migration management, with a focus on activities related to migrant assistance and protection, counter-trafficking and counter-smuggling as well as Assisted Voluntary Return and Reintegration (AVRR), by selecting and summarizing background information, assessing needs and the local context for the planning, development and administration of individual projects, and drafting segments of project proposals in accordance with IOM institutional guidelines, standards and best practices. 6. Work closely and collaboratively with internal and external colleagues, stakeholders and partners to discuss operational and implementation issues, solutions and recommendations. 7. Attend and participate in Steering Committee and other meetings, relevant seminars and other events aimed at developing new projects and programmes and promoting IOM's image and activities.

8. Undertake duty travel relating to project assessment, project implementation, monitoring, and liaison with counterparts, and provide information and technical guidance with respect to project management and internal procedures.

9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in the field of migration issues, including operational and field experience, IOM project development, and management;

• Experience in project development and/or management, with a preferred focus on protection and assistance;

• Experience in liaising with national and international institutions and donors (preferably EU); • Proven experience in monitoring and evaluation, preferably monitoring of multi country programmes/project;

• Excellent writing and communication skills and the ability to maintain effective working relationships with project partners;

• Ability to interpret information and identify and analyse problems;

• Excellent report writing skills and level of computer literacy;

• Knowledge on East and Horn of Africa is an advantage.

Languages

Fluency in French and English is required.
