HR OFFICER (STAFFING AND RECRUITMENT)

Under the overall authority of the Director of the Bureau (DIR/HRM) and the direct supervision of the Chief of the Staffing, Learning and Development Section, the incumbent is responsible for ensuring the successful and timely recruitment and selection process for posts, including senior management positions. To that effect, the incumbent will work closely with hiring managers and officials providing quality support and guidance on the full recruitment cycle, including advice on outreach strategies, appropriate assessment tools and other sourcing techniques. The incumbent will act as point of contact for internal and external candidates during the recruitment process. The incumbent will also contribute to and participate in the planning and implementation of mobility moves for Directors and Heads of Field Offices. In particular, s/he will perform the following duties\:

  • Support, implement and administer the effective and timely recruitment process, particularly  for senior management posts, including but not limited to\: planning and vacancy notice preparation, identifying and proposing suitable outreach activities, overseeing the screening process paying particular attention to gender and geographical diversity, advising and/or training on appropriate interview techniques, testing and other assessment tools, proposing solutions and preparing recommendations for panel members, reference-checking, and coordinating with the selected candidate and other concerned services on appointment and induction process;
  • Research, propose and promote outreach and other innovative candidate-sourcing techniques, participate in outreach events and forums, keep up-to-date with best practices in the area of recruitment and outreach;
  • Contribute to, and participate in, the planning and implementation of mobility moves of positions, including Directors and Heads of Field offices by providing analytical, evaluative and statistical information for planning and forecasting purposes; analysing staff profiles and preparing recommendations;
  • Contribute to, and participate in, the formulation and implementation of HR initiatives and strategies for the enhancement of HR reform, in particular those related to recruitment and mobility, including inter alia the development and roll-out of a comprehensive induction programme for senior level staff;
  • Develop and sustain effective communications and partnerships both internally with managers and staff and externally with UN counterparts, private networks through the active sharing of information and promotion and understanding of HR issues in particular recruitment and outreach activities in targeted efforts to attract high calibre candidates for senior management posts. 

EDUCATION

  • Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, law or another related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

  • A minimum of 4 years of relevant professional experience in the field of human resources management, of which preferably at least two years acquired at the international level.
  • Demonstrated experience in the area of recruitment and outreach.

  • Knowledge of interview, assessment and sourcing techniques;
  • Good knowledge of HR policies, procedures and best practices;

LANGUAGES

  • Excellent knowledge of  English or French and good/fair knowledge of the other.

EDUCATION

  • A specialized certification/accreditation/training in the field of Human Resources Management.

WORK EXPERIENCE

  • Experience in facilitating recruitment/outreach workshops and events;
  • Experience in using Human Resource Information Systems (HRIS).

SKILLS/COMPETENCIES

  • Familiarity with the UN Common System or similar international/multilateral systems;
  • Membership in professional HR networks or associations.

LANGUAGES

  • Knowledge of other UNESCO languages (Arabic, Chinese, Russian and Spanish).
